SUBJECT: Terms of Reference
Development Strategy and Growth 2�inagement Program
As we are now well on our way with the preparation of District Plans
Council has questioned the financial implications of development within
the Municipality and to this end you asked staff to prepare terms of
reference in order to prepare the above program.
You also requested that we review our development charges to new development
and the criteria used in spending these monies. We feel that the attached
terms of reference will provide a comprehensive model of the Municipality
which will be suitable for use with our existing computer facilities .
We would respectfully recommend to Committee that the terms of reference
be approved and that Committee recommend to Council that proposals be
invited from Consultants to develop such a program.
