Guiler, Tom Manager DATE: February 28th, 1979 SUBJECT: Resolution #W-2,7--79 ��� "THAT the secretary refer this matter to the Town Manager to check out the operations of the school and report to Mr, and Mrs. Olmstead and the traffic problem be referred to the Director of Public Works." As a result of resolution W-27-79 staff reviewed the concerns presented by Mr. & Mrs. Olmstead at your meeting of February 6th, 1.979 and would report as follows: 1. The nursery school was started in March 1976 and received Ontario Municipal Board approval as R-2 zoning, permitting a nursery use in January 1978. The school is licenced to operate with no more than twenty-five children and at present there have been nineteen enrolled, 2. The parking and noise problem is one of vehicles temporarily stopping on Spry Avenue between the hours of 6:00 a.m. - 10:00 a.m. , 11:30 a.m. - 12:00 noon, 4:00 p.m. 6:00 p.m. for the taking on or discharging of passengers. 3. Mrs. Muscat's residence faces Loscombe Drive but the nursery school is operated from a rear door off. Spry Avenue adjacent to the Olmstead home. The problem according to Mrs. Olmstead would be solved if the patrons were obliged to use only the front door but the nursery school is confined to the rear of the house and this is not possible. 4. The parking concern is described as the patrons Leaving their vehicles running while the children are taken to the school which is not a parking problem and hence no offense. The concerns expressed over the noise problem is simply one associated with people coming and going at the times mentioned above and would have to be considered also no offense. Mr. Dunham advises that he sees no particular traffic problems in the area and to put up "No Parking" signs would not prohibit cars from stopping to pick-up or discharge passengers. It is staffs' opinion that the operator has complied with all necessary requirements of the Town's By-Laws and that no further action is required of Committee other than sending a copy of this report to the Olmsteads for their information.
