FROM: A. C. Guiler, Town Manager
DATE: February 22nd, 1979
SUBJECT: Resolution #C-114-79
"That the second reading of By-Law No. 79-4
be tabled pending a report and further information
by the Town Manager with regard to the pefftion
opposAng the Closing."
By-Law 79-4 refers to the closing of a walkway being composed of Part of
Block "A", Plan 667, Bowmanville. The background information for the
preparation of this by-law was contained in a report from John Ferguson
to the Public Works Committee on October 1st, 1978 (copy of report
attached).
Notice of Council's intention to close the walkway was advertized in
the Statesman for four consecutive C=reeks and persnns who wishedotc support
or object to the by-law were given an opportunity to speak at Council
On January 29th, 1979.
At the Council meeting of January 29th, 1979 Mr. Tennant, 29 Sunset Road
appeared before Council in support of closing the walkway and a petition
was also received against closing the walkway (see petition attached) . Staff
contacted those persons who opposed the closing of the walkway and their
comments are attached for your consideration.
The decision Council must now make is do they consider that there is
sufficient use of the walkway according to those who are opposdd to it.
to warrant the expense to keep it open or from a safety point of view close
it as requested by the abutting owners for the reasons given by the delegation.
