SUBJECT: Inspection of Municipal Buildings
As instructed we carried out an inspection of the Police and Fire Buildings,
Church Street, Bowmanville Arena and Hampton Arena.
The Public Buildings Inspection Panel Report as submitted by Judge Kelly
was quite correct as to their comments regarding the Police and Fire Building.
During our inspection we noted that certain areas of the building had not
been cleaned for several weeks, light bulbs needed replacing, doors to
the roof require weather stripping, tiles were loose or missing in some
areas, drapes were missing and drapes that are hanging have burn holes and
need replacing. The carpet in Court Room #1 needs to be cleaned and
repaired and the section in front of the Judges bench should be replaced
with an industrial tile. Windows need to be recaulked and the whole
building could use a fresh coat of paint.
In the basement of this building we still have a problem with water. Part
of this problem was due to the breakdown of the sump pumps in the front
of the building. These rumps are being serviced now and this should
correct this problem. In the storage area at the rear of the building we are
experiencing some back-up of sanitary sewers. We have tried to solve this
problem and from the information given to us by Jack Burgess the blockage
is located on the road allowance in front of the building. Totten, Sims,
Hubicki are trying to locate the source of the problem and will submit a
report to us.
The Town Hall has been the subject of much discussion over the past few
years and Council at the present time is awaiting a study from Grant
Robertson on an accommodation study. Regardless of the recommendations
he makes it would be advisable to repair .the roof, remove unused antennae
and find a humane way of getting rid of the pigeons. The exterior trim
of this building should be painted and the eaves trough repaired. Consideration
should be given to installing aAuminium storm windows which would help
prevent heat loss. Consideration should also be given to insulating the
building, and recaul.king the windows.
The interior of the building should be replastered and painted, all
carpets and drapes cleaned and plumbing repaired to get rid of the nauseating
odor in the basement and Mayor's Office. The flooring in the main hall
should be replaced., light fixtures updated and air conditioning supplied
where needed.

Bowmanville Library the comments made by the Panel regarding this facility
are being looked after and the work will be completed by Spring.
Bowmanville Arena - A tour of this facility was made on January 3rd, 1979
some minor maintenance problems were noted and drawn to the attention of
the Director of Community Services. Due to the age of the building and
noting a large crack on the south exterior wall we would recommend that
Council have a structural evaluation made of this building as soon as
possible to ensure that it is safe for public use.
Hampton Arena This facility was found to be well maintained and no further
comment is required at this time.
During February and March we will inspect all the Community Halls and we
would suggest a Councillor from the ward be present during these inspections
t � as they are Members of the Hall Boards.
�r We have listed most of the major problems we see with these buildings,
but have not mentioned the ongoing maintenance problems such as minor
repairs to doors, windows, electrical, ,.mechanical work and outside
maintenance which should be looked after on a day to day basis and it
appears that it would be in the best interest of the Municipality to hire
a maintenance handy man to carry out this work.
e would respectfully recommend to Committee that the remedial work as
noted above be carried out during 1979 and that consideration be given
to hiring a maintenance staff for municipal buildings.

Council, with Staff, would ask Community Centres Boards
for the opportunity to visit their Community Centres to
acquaint Council better with their operation and offer
to assist them where and when necessary".
