SUBJECT: Resolution SIC-80-1510 " Whereas the Council of the 1981/82 in the majority, is not a continuing Council, and Whereas in the Councillors' Handbook handed to all members by the Town Manager, there was little detail of the organization and activities in the Town of Newcastle. Therefore be it resolved that the Town Manager in co-operation with. all Department Heads prepare for Council a report of the organization and activities of the Town of Newcastle. The report to include: 1. Organizational charts of all personnel employ- ed by the Town in each department, existing vacancies in the organization and those an- � T.t ticipated due to retirement to 1983. r r 2. The functions of each sub-department and /l organizational chart of same. , P_bv,?�Vvv 3. Job classifications to include job discrip- ; ,fir tions, evaluation and recommended qualifications. 4. Each department to list their proceedures, 7 1981 work program and objectives and a simple tvheadline of anticipated issues for 1981. 5. And as an appendix, a resume of all senior management (non-union) and their personal > lJA assistants, including those classified as / `' secretary." In order to fulfill the requirements of this resolution I would advise that items l & 2 have been completed and presented to Council (Copy attached for your information) . Item 3 will require the preparation of job descriptions, evaluation and recommended qualifications for �each non-union position and union position and in order to carry out this request I would ,.ask that each employee under your jurisdic- tion complete a job fact sheet for their position. Once this is completed it is to be signed by the employee and the Department Head. I would also request that you complete the attached rating sheet for each classification using the rating system in the Job Evaluation Manual and the rating sheets are also to be signed by- the employee and the Depart- ment Head. It is very important to assure each member of your staff, that this is a questionaire about their ;job. It is not concerned with their performance on the job. Item 4 I would suggest that this item be completed as part of your budget preparation for 1981 in order that it will relate to your 1981 Budget requirements. Item 5 I would request that each Department Head prepare a resume of senior non-union staff in your department and non- union secretaries to be included in the information package to be forwarded to Council. I would request that this information be completed and return- ed to my office by January 19,1981. Q�Guiler.
