REPORT TO THE PLANNING AND DEVELOPMENT COMMITTEE MEETING OF MAY 25,

SUBJECT: The Designation of Central Lake Ontario Conservation
Authority - Flood Plain Maps
RECOMMENDATION:
It is respectfully recommended that:
1. This Report be received; and
2. The following resolution be submitted to Council for
adoption and forwarded to the Central Lake Ontario
Conservation Authority:
"WHEREAS flood susceptible areas are recognized in the
Durham Regional Official Plan and the Official Plans
of the Town of Newcastle, and
WHEREAS the Town of Newcastle further regulates develop-
ment in flood susceptible areas through the provisions of

WHEREAS the Central Lake Ontario Conservation Authority
administers regulations in respect of development in
flood susceptible areas, and

WHEREAS the "Designation" of flood susceptible areas
as subject to the Terms of a Federal/Provincial Agreement
in respect of Flood Risk Mapping allows for the further
mapping of flood susceptible areas,
BE IT NOW RESOLVED THEREFORE that the Town of Newcastle
endorses the Flood Risk Mapping Program, inasmuch as it
recognizes existing and ongoing Provincial and Municipal
efforts to control development in flood susceptible areas
and to minimize future flood damage."
BACKGROUND AND COMMENT:
On April 13, 1981 Planning Committee considered staff report
P-59-81 and adopted the following resolution:
"That epor P-59-81 e received for information and— ounce
members avail themselves of the invitation to attend the
presentation of April 21, 1981 at the Region of Durham Planning
Committee and the Director of Planning report back to a sub-
sequent meeting."
Further to the above, the Director of Planning attended the
above-noted meeting of the Regional Planning and Development Committee.
At that time, representatives of the Federal Ministry of the Environment
and the Provincial Ministry of Natural Resources discussed the Flood Risk
Mapping Project, and indicated that in essence the project allows for
Federal funding of flood plain mapping in co-operation with Provincial
governments across Canada. In Ontario, the program parallels longstanding

efforts by the Province and local municipalities to regulate develop-
ment in flood susceptible areas. The suggested resolution prepared by
staff, reflects the existing situation in that the Town zones flood
susceptible areas in conformity with Official Plan policy and participates
fully with the Central Lake Ontario Conservation Authority and the other
Conservation Authorities having jurisdiction in the Town, in reviewing
development proposals.
