Dear
Re : Energy Conservation Planning Grants
Energy concerns are relative newcomers to the field of
municipal. planning and , as such , have not always
received the attention they deserve in the preparation
of land use policies , standards and controls . There
is a need for municipalities to re-examine the
traditional approaches to planning and decision--making
to determine what is necessary to address the energy
conservation issue .
In keeping with the Government ' s stated objectives for
reducing energy consumption in Ontario, we wish to
make you aware of a new incentive program through the
Community Manning Advisory Branch of the Ministry of
Housing . Municipalities. over 15 , 000 persons in
population, Regional Municipalities and Counties wi11
be eligible to receive up to a 75% subsidy ( to a
maximum of $50 , 000 . 00) for undertaking land use
studies relating to energy conservation.
A broad range of studies may be considered for
assistance, for example :
(a ) the review and updating of ] ann inch n,i,nr-n_t c__Ln —.
in order to identify and introduce measures which
encourage energy efficiency in community
development;
(b ) detailed background studies identifying the
potential for increased energy efficiency in the
built environment ;
-
{J
(o \ inventories of energy use in terms of the amount
and type of energy us'od in the community;
(d ) studies to aasuaa the potential for using
district heating in new development or
redevelopment ,' and
(e ) studies to determine the impact of various land
use planning policies on municipal energy
consumption, as background consideration for
changing the policies . ,
Preliminary inquiries for energy conservation related land
use studies should -be directed to this office . We will
discuss the 0ott8c with you in order to assist in the study
design phase. This liaison period will also be used to
determine, with the assistance of our Read Office, whether
a study is eligible for assistance and that it will not
duplicate research being done elsewhere in the Province .
This letter is a first step in making you aware of the new
initiatives in this field . By opening communications now,
during the period of the year c when work programs are being
'prepared, it is hoped that energy conservation through land
Tu
se p lanning can be encouraged an both an objective and an
active component of your planning program.
My staff and I look forward to discussing this matter
further with you . '
Yours truly
