REPORT NO. : P-76-81 i SUBJECT: Proposed Subdivision Agreement Romney Mead - Our File: S-D-3-12-1 RECOMMENDATIONS: It is respectfully recommended that the Planning and Develop- ment Committee recommend to Council the following: 1. That Report P-76-81 be received; and that 2. The attached subdivision agreement for the East Woodbridge Developments proposed plan of subdivision number 18T-19720 be executed by Council pursuant to by-law 80-154 of the Town of Newcastle. BACKGROUND AND COM[ENTS: Application for plan of subdivision 18T 19720 was first draft August 2, 1972. Since that time, there have been numerous revisions to the plan and extensions of the draft plan approval. The most recent �1. ( t / 1' t r i 2 - extension was granted by the Ministry of Housing on October 27, 1980. Said extension expires on September 30, 1981. The approved plan proposes the development of an 11.6 ha parcel of land, located within part of lots 29 and 30, Concession 1, former Village of Newcastle, for 99 residential lots. Among the conditions of draft plan approval, for the subject plan, were the requirements that the lands be appropriately zoned; and that the applicants enter into a subdivision agreement with the Town. On May 28, 1979, the Ontario Municipal Board approved By-law 79-24 of the Town of Newcastle, which had the effect of zoning the subject lands to permit the proposed development. The attached subdivision agreement, the preparation of which has been the subject of considerable staff review and revision, fulfills the second requirement referred to above, addresses the other conditions of draft plan approval and safeguard's the Town's interests in respect of the development of the site. In addition, special provisions have been included within the agreement to ensure that the Ganaraska Region Conservation Authority requirements will be satisfied. The attached agreement has been signed by the applicants and incorporates all revisions requested by staff. It would now be appropri- ate to forward the agreement to Council for execution.
