SUBJECT: Possible Non-Profit Senior Citizens' Project

RECOMMENDATIONS:
It is respectfully submitted;
1. That this Report be received; and
2. That Mr. Zygocki be advised that it would be
appropriate for him to contact the Canadian Order
of Foresters and the Dutch Reformed Church as to
the possibility of undertaking a private non-profit
senior citizens' housing project; and
3. That copies of this Report be forwarded to the Canadian
Order of Foresters and the Dutch Reformed Church groups
for their information.
BACKGROUND:
The attached correspondence from M. Zygocki, Cean Investments
(Oshawa) Limited, was forwarded to the Planning and Development Department
for a report to the Planning and Development Committee.

Mr. Zygocki, on behalf of Cean Investments (Oshawa) Ltd. ,
owners of draft plan of subdivision 18T-74067 (key map attached) is
offering land within the High Street subdivision plan for senior citizens'
housing.
In the past, the Town has encouraged the development of senior
citizens' housing on the basis of the C.M.H.C. Private Non-Profit Housing
Program (Newcastle Village Senior Citizens' Lodge) . In that vein, staff
forwarded Mr. Zygocki's letter to the C.M.H.C. local office (Oshawa) for
their information and review. A copy of the staff letter of March 11,
1981 and the reply from C.M.H.C. is attached.
COMMENT:
Staff note that Mr. Appotive from C.M.H.C. has indicated that
there is no allocation for additional senior citizen units in the Bowmanville-
Newcastle Area in 1981, but that in anticipation of continued demand for
such accommodation, that it may be appropriate for Canada Mortgage and
Housing Corporation to make a 1982 allocation.
Staff feel that Mr. Appotive's suggestion that Mr. Zygocki
discuss his correspondence with a senior citizens' project group is rea-
sonable and included his suggestion as a recommendation in this Report.

ment for review and for preparation of a report to Newcastle
Town Council. As your office has in the past been involved
with various local groups in attempting to establish a senior
citizens housing project, this item may be of interest to you.
I would appreciate your comments on this proposal and an
indication of the funding available for the establishment of
non-profit seniors' housing in Newcastle in 1981. I have enclosed
a copy of the subject subdivision plan for your reference.

Dear Sirss
On advice of Alderman Prout I am offering to sell
part of the subdivision east of High Street for a senior
citizens building. As you know the location is ideal and
the services are available immediately.
I would propose to build the above, myself, at cost
and turn it over to any authority for management.
We have previously built senior citizen buildings
in various locations east of Toronto incbding one in Bowmanville
which is south of tte hospital.
