"""" Report #: By-law #: Subject: TRANSIT FUNDING Recommendations: It is respectfully recommended to Council the following: 1. THAT Report FND-002-02 be received; 2. THAT the Region of Durham be requested to make available to the Municipality of Clarington its share of the 2001 redirected GO Transit municipal funding for Clarington's local transit initiatives; and 3. A, CA Director of Finance Reviewed bYO~~ Franklin Wu Chief Administrative Officer NMT/hjl 1501 i -" or -REPORT NO.: FND-002-02 PAGE 2 ., BACKGROUND 1.0 On September 27,2001, the Province of Ontario announced that an operating authority will be established to take responsibility for 100 percent of GO Transit's operating and base capital funding. These costs were being funded in part through the property tax base as part of the Regional levy. The Province has indicated that municipalities are expected to commit their released municipal levy funds to support local transit priorities. As a result of the announcement, the Region of Durham incurred savings in 2001 and will have this portion of their base levy available for transit priorities in the future. 1.1 It is currently an initiative in Clarington to provide local transit services to the residents. Avenues are being explored to determine the most cost effective and efficient way of providing this service. CONCLUSION 2.0 As a result of the change in funding for GO Transit, there is now an opportunity to provide local transit services in an effective manner. It is therefore recommended that Council request the Region of Durham to make available to Clarington its share of the 2001 redirected GO Transit municipal funding in a timely manner in order that the transit initiative can proceed. It is also recommended that the future transit savings at the Regional level also be redirected to the local level in order to support future transit costs.
