STTR.TFC:T: Town of Newcastle - Main Street Revitalization
Program
BACKGROUND:
At the Council meeting of February 9, 1981, Communications
Item I-3, the Minutes of the Board of Management for the Bowmanville
Central Business Improvement Area, were referred to the Director of
Planning for a report to the Planning and Development Committee regarding
the revitalization grants from the Ministry of Housing. A copy of the
Minutes is attached.
COMMENT:
Attached please find a copy of the "Mainstreet Revitalization
Program Guidelines" for reference. Please note that since the Program
Guidelines Procedure was printed and since Ministry officials made their
recent presentation to interested businessmen in Newcastle Village, certain
aspects of the Program have changed, including:

1. The program is now applicable to municipalities with
a population of 35,000 or less rather than 30,000 or
less.
2. The requirement that a B.I.A. must commit 50% of its
Budget to pay back the loan is no longer applicable.
3. More than one B.I.A. per municipality may now receive
Mainstreet Revitalization Funds.
4. The program has been refunded for the 1981-1982 fiscal
year in the amount of $1,000,000. Applications may be
submitted at any time
Unfortunately, the Town of Newcastle does not qualify for the
potential loan (up to $150,000 per B.I.A.) . Of the eight municipal
eligibility criteria, the Tom does not fulfill, at least, two (numbers
three and seven) .
Staff feel that the Revitalization Program could be very important
to the redevelopment of the Town's Business Areas, but should be viewed
in the context of the administrative capability of the Town and the
priorities for improving that capability. Staff feel that this subject
should be carefully discussed by Committee Members. We note that the
.revitalization program, current parking studies, the Bowmanville Urban
Area Plan and the possible new Administrative Building could form the
basis of a co-ordinated approach to redevelopment in at least central
Bowmanvillle.
It is recommended that this matter be discussed by Committee
Members.

Minutes of a regular meeting of the Board of Management
held at 7 :30 p.m. on Wednesday, January 7 19131 in
Court Room 112
Present: Manager Jackson , Norma Forrest
Members : Webster, Kramp, Strike, Lander
Absent: Allin , Roughley, Mayor Rickard , Denny

THAT the minutes of the meeting of December 3 1980 be approved.

There was a discussion regarding names of members for the Board for the coming
ear.

THAT Jackson write the Council submitting the names
of the present members but adding the name of Ted Denny
to the Board. "CARRIED"
The Christmas Promotion seemed to be well received by the area members and
the general public .
Promotion Committee is to meet January 15 to plan the year' s promotions .
Parking - Strike hopes to have the Chairman and Manager and himself meet
with J. Dunham to discuss the problems and potential of downtown parking ,

Chris _ Glaspell from Radio Station CKQR 95 Oshawa presented a radio advertising
proposal for the coming year. She was invited to our Promotion Committee
meeting on January 15 at Ted Denny' s store.
Norma Forrest reported on Main Street Revitalization under the Ministry of
Housing. In order to get funds for parking against the $150000
loan for the Toren of Newcastle , $50 ,000 must be allotted to beautification
improvements to get $100,000 for parking. Considerable requirements are

THAT we request from Council an increase in budget to
compensate for the increase in area members at the present
