REPORT NO. : P-47-81 SUBJECT: Township of Scugog - Comprehensive Restricted Area BACKGROUND: On February 19, 1981, staff received a copy of By-law 75-80 of the corporation of the Township of Scugog. By-law 75-80 is a comprehensive Restricted Area By-law which is intended to implement the land use designations of the Durham Regional Official Plan. Staff have reviewed the subject By-law and note that almost all of those lands abutting the Town have been zoned "RU - Rural". The only exceptions are a few properties which are zoned "M4 - Extractive Industrial" and which coincide with licenced gravel pits presently desig- nated within the Durham Regional Official Plan. We would note, with interest, that the provisions of the "RU" zone in Scugog are very similar to the "Agricultural" zone provisions now in place within the former Township of Clarke. They are, however, far more stringent than those in force within the former Township of 'II-X57 2 - Darlington. For example, the minimum lot area requirement for Scugog's "RU" zone is 20 hectares (50 acres) compared to 16 ha (40 ac.) in Clarke and 2 ha (5 ac.) in Darlington. The only exception to this minimum being for farm related severances as permitted by the Durham Regional Official Plan. The "M4 - Extractive Industrial" zone contains provisions in respect of pits and quarries which, in turn, are very similar to those contained within an amendment to By-law 1592, presently being pre- pared by staff, which is also intended to define zone requirements for pits and quULLj_U.*j. In this regard, staff have no objections to the provisions of either the "RU - Rural" or "M4 - Extractive Industrial" zones. Further- more, none of the other zones identified by the By-law directly affect the interests of the Town and we would suggest that no action on Scugog's com- prehensive zoning by-law is required. The last date for filing an objection is March 11, 1981. RECOMMENDATION: That the Planning and Development Committee recommend to Council the following: 1.
