REPORT NO. : P-24-81 SUBJECT: Review of Deferred Sections3 and 16.10 of the Durham Regional Official Plan BACKGROUND: On December 16, 1980, the Town received a copy of Regional Staff Report 80-267 in respect of the above (a copy is available from the Newcastle Planning Department for reference) . The Regional Report summarizes the recent discussions held in respect of Sections 3 and 16.10 of the Durham Regional Official Plan, (as yet unapproved portions of that document) and requests each area municipality to comment on the proposed revised policies (copy attached) . Please note that the changes are indicated in the text of the attachment. COMMENT: Staff have been involved in the meetings held to review the issues and background material prepared in support of the revised policies and are satisfied with revised Sections 3 and 16.10. 2 - It is suggested, therefore, that the following recommendation for- warded to Council for adoption, at the Council meeting of February 9, 1980. RECOMMENDATION: 1. That this Report be received; 2. That the Town of Newcastle advise the Region of Durham that: "The Town of Newcastle has no objection to revised policy sections 3 and 16.10 of the Durham Regional Official Plan as attached to Regional Planning Commissioner's Report No. 80-267." ROM/ 1'_1IQP-MU 1100-1 UD[ N TO TNE__DURL1AM REQJW OFFICIAL PLAN a) Deferred Section 3 - Economic Develoynent of the Durham Regional Official Plan is h e reby amended _as fol lows: i) Delete Section 3.2.3 which reads as follows: 3.2.3 Residential growth in the Region shall be directly related to the Region' s growth in employment: opportunities. and rejJacH ,jith the following. 3.2.3 Regional Council in co-operation with senior levels of government; shall endeavour to improve employment: opportunities for the population within the Region. ii) Delete Section 3.3.2 which reads as follows : 3.3.2 In order to implement Section 3.2.3 , Regional Council shall monitor regularly during two-year intervals , the growth in employment: opportunities available in the Region in relationship to the residential growth in the Region. Such monitoring shall serve to establish a rate of growth for residential development: for each subsequent taro-year period. and replace it with the following: 3.3.2 In order to implement Section 3,2.3, Regional Council shall : i) develop an economic_ development strategy; ii ) request: the Province to continue assistance with the Region in the encouragement of employment growth in the Region; and 11r ) Pncourage the private sector with the Region to develop the Industrial Areas and Central Areas designated in this Plan. iii ) Delete Section 3.3.3 which reads as follows: 3.3.3 Notwithstanding Section 3.3.2, Regional Council from time to time may encourage residential growth if it is in the opinion of Council that such residential growth: i ) is a prerequisite to the attainment of employment opportunities, and ii) shall not unduly adversely affect: the Region economically. iv) Delete Section 3. 3.4 which reads ,rs follows and renumber Section; 3. 3. 5 to 3. 3. I: 3. 3.4 Regional Council shall request. the Province to use Us resources to assist and encourage employment growth in the Region. Without: the accompanying and necessary economic development , Regional Council may reassess its support of an accelerated housing program. v) Add as Section 3. 3. 6 the following: 3. 3. 6 Section 3 will be reviewed from time to time as economic changes warrant; such review. b) DefePred Section .� - _ men( e -a s f o 1 1 ows: - -----— - i ) Add the following as Section 16. 10.2 and renumber Sections 16.10.2 to 16.10. 6: 16. 10.2 In the further expansion of capital works within the designated urban areas , priority will be given to those works which implement development which will have no financial burden on the Region and the respective area municipality. In the consideration of an amendment: to this Plan to permit additional yrowth outside those urban areas already designated, Regional Council shall have regard for the potential impact of the proposed development as it relates to the existing or committed infrastructure. ii ) Delete Section 16. 10.3 which reads as follows : 16.10.3 Regional Council shall prepare and adopt: without amendment to this Plan a staging program of 5 year intervals in order to implement: this Plan. This program shall be reviewed annually through the Region' s Capital Works Programs in order to achieve the intent: of this Plan and shall have regard for changing conditions of supply and demand for services and significant: changes in economics and technology• such that Section 16. 10.3 reads as follows : 16. 10.3 Regional Council in the preparation of its Hive Year Capital Works Program shall have regard for changing conditions of supply and demand for services and significant changes in economics and technology. iii) Delete the last: sentence of Section 16. 10. 5 which reads as follows : 1 6.10.5 Generally , development shall he based on the progressive extension and economic utilization of municipal services. However, this shall not preclude the Region from taking advantage of provincial servicing programs such as the Ontario Housing Action Program. such that Section 16. 10. 5 reads as follows : 16.10.5 Generally , development: shall be based on the progressive extension and economic utilization of municipal services. 84 -cr) i v) Oe loh, ';ecL ion 16. 10.6 wh ich reads as follows: 16.10.6 In order to ensure a dominant; Whitby-Oshawa-CourLice Centred Region, the population of Pickering-Ajax shall be discouraged from exceeding 50 percent: of the Whitby-Oshawa-Courtice population. v) Delete Section 16. 10. 7 which reads as follows: 16.10.7 Regional Council may levy against benefiting properties all or part of the Regional municipal services and facilities. 85
