REPORT NO. : P-21-81 i SUBJECT: Municipal Street Numbering (Please bring your copy of Report P-80-80 distributed at the January 5th, Planning and Development Committee Meeting) BACKGROUND & COMMENT: On January 5th, 1981, Planning and Development Committee adopted the following resolutions: PD-21-81 "THAT Report P-80-80, Municipal House Numbering, tabled by Resolution #PD-168-80, be lifted from the table." PD-22-81 "THAT the report be referred to the meeting on January 19, 1981 and included in the Agenda." Subsequent to the above, Planning staff have contacted the Provincial Government in respect of the possibility of hiring a student to perform the tasks described in Report P-80-80. At this time, the Province has not set up criteria for the 1981 I.M.A. Program, but anticipate circulating information in the near future. BACKGROUND: On March 20, 1980 staff received the attached request from the Regional Works Department in respect of house numbering in the hamlet of Orono. It is.our staff opinion that the adoption of a - system of municipal house numbering has obvious merits within built- tip or urbanized areas. A cursory review of numbering systems within other municipalities indicates that municipal numbering of rural areas is often impractical and unwarranted. However, if a system is adopted for' use within the Town's built-up areas, it should be based upon the assumption that at some time in the future numbering may be necessary in rural areas, as such, any system adopted should be flexible enough to accommodate numbering of rural areas as well. Our preliminary review indicates that very little change would be required to existing numbers unless a Town wide system is adopted. Even then, only those buildings located on arterial, concession, or line roads would be affected. In the presently undeveloped or un-numbered areas, numbering should be based upon a Town-wide grid, for those roads f �.r 2 - noted above and upon the standard practice of consecutive numbering for internal roads; for example, buildings on Regional Road 17 in Orono should be numbered as if tine numbering commenced on Regional Road 17 at Highway 401 in Newcastle Village. This would avoid duplicate numbering for the same road and would allow the flexibility of changing to a Town wide system at some time in the future. Gast-west roads, such as Highway 2 or Taunton Road, should respect established numbering in Oshawa and continue that pattern across the Town. This would mean that buildings on Highway 2 in Bowmanville and Newcastle Village would be re-numbered; but this would eliminate any confusion over duplicate numbering on what is known as Icing Street in both areas. When considering municipal numbering for houses in Orono, the Committee should be aware of the Town-wide implications and make a basic decision about the assumptions used; such as , establishing a system which ignores the rest of the Town, and may, require changing later, or establishing a system which recognizes tile. rest of the Town and permits flexibility in future numbering. We would, therefore, suggest that the attached guidelines for municipal numbering be adopted and that consideration be given to im- plementing the necessary changes for areas which do not presently conform to the guidelines and which may be considered of critical importance such as arterial roads and main concession or line roads. No attempt should be made at this time to assign numbers to rural areas. Implementation of the attached guidelines proceed as follows: (i) Draftsman plots the basic grid along affected roads ; build- ing locations are then matched with the grid to obtain the appropriate number. Updating will occur as new buildings are constructed. (ii) For each street, a staff member will have to search the assess- ment rolls to compile a list of owners and tenants. The new municipal number wa1.1 then be matched to the list. (iii) `'individual letters of notification will then be sent to each OVInQAr .^ '/or tenant.. Way - 3 (iv) Once a complete list is compiled, copies should be sent to the following agencies: - Assessment Office r , Bell Telephone, Community Telephone - Consumers Gas - Post Office -- Newcastle Building Department - Newcastle Clerk`s Department - Newcastle Public Utilities - Newcastle Treasury Department -- Newcastle Works Department Newcastle Fire Department - Durham Regional Police Durham Regional Works Department (It must be appreciated that this is a time consuming .job, requiring a substantial amount of paperwork, postage and typing time. It is conceivable that this could be a full time job for a summer student.) (v) The responsibility for providing, and displaying house numbers shall rest with the individual property owner once notified. At the time of issuance of building per- mits for new buildings, the appropriate municipal number shall be assigned by the building department in accordance with the maps maintained by the Planning Department. RECOMMENDATIONS: That the Planning and Development Committee recommend to Council. the .following: 1. That Report P-80-80 be received; and that 2. That the attached guidelines for municipal numbering be adopted; and that 3. Staff be authorized to initiate the assignment of m"nlol,pal numbers to buildings in Orono as workload permits ; and tj)at: s� <s — [{ — 4. The Town Manager or Clerk be requested to designate an appropriate person to provide clerical assistance to planning staff in implementing the municipal num- bering for Orono; and that 5. The assignment of municipal numbers to all other areas which do not presently conform to the adopted guidelines or are not presently numbered be deferred for consideration in the 1981 budget. For north-south roads the base point should be the waterfront. For east-west roads, the numbering established at a base point in Oshawa should be continued. 2. On internals streets in residential. or commercial areas, buildings are numbered consecutively. 3. On internal streets in industrial areas a number shall be assigned to every five metres of frontage in anticipation of changing develop- ment patterns . 4. Even numbering is placed on the north and west sides generally. Odd and even numbering is not transposed along the length of a street or crescent regardless of change in direction: Numbering should match on the two sides of a street and, therefore, some numbers may be deleted on the inside of curved streets to accom- plish this. 5. All streets are numbered from their south or east entrance. Existing and lower numbers are allowed for where proposed streets are antici- pated. 6. Short cul-de-sacs are numbered clock-wise from the entrance using even numbers. Cul-de-sacs which are considered long are numbered as in (4) and (5) above with the change from odd to even numbers occurring as close as possible to the limit of the turning circle. 7. At least one number is left for each intersection road allowance. 8. A house centrally located on a lot to which two numbers have been assigned, is given the higher number. i M E M O R A N D U M To: D.N. Smith, M.C. I.P. , Director of Planning. From: J. Dunham. Harness, Maintenance Engineer, Region of Durham, dated March 26, 1980, this is to advise you that while street naming is included in the terms of reference of the Public Works Committee, this Department has never been involved in the house-numbering aspect of municipal addresses. I believe that, in past years, the Building Department has had Jurisdiction over house-numbering, and perhaps they could assist in the matter under discussion. Insofar as the Hamlet of Orono is concerned, I have reviewed the present street name inventory and find that, with only one or two exceptions, most road allowances are already identified. I have a map in my office which may be of further assistance to you. If, after referring to same, you feel it is necessary to bring the matter before the Public Works Committee, I will be pleased to submit a report. The Region will be installing water meters in all buildings which are supplied with municipal water and which do not have water meters in 1980.
