REPORT NO. : P-19-81 SUBJECT: Application for Rezoning Number Z-A-1-11-10 Proposed Redesignation of the Boundary Road (Newcastle/Scugog) Lots 11 and 12, Concession 10, former Township of Darlington - Mr. & Mrs. R. Ashton BACKGROUND: The subject application requests an amendment to the Darlington Zoning By-law to change the designation of an 805.0 metre (2640.0 feet) section of road, between the Town of Newcastle and the Township of Scugog, located in Lot 11 and 12, Concession 10, Darlington, from a Class "B" Public Street to a Class "A" Public Street. The proposed rezoning would permit the erection of buildings and structures on lots which have frontage on the subject road allowance, provided that all other requirements of the By-law could be complied with. The proposed redesignation was considered by the Town of Newcastle Works Committee at its meeting of September 30, 1980, and the following recommendation was submitted to Council, and subsequently adopted on October 6, 1980: "That the recommendation in Report WD-119-80 be endorsed and, conditional upon the Township of Scugog being in agreement 0\ with the reclassification of the Boundary Road in Lots 10 and 11, A t. v� - 2 - Concession 10, former Darlington, consideration be given to the requested reclassification from "Unimproved" to "Class 'A"', and By-law 2111 be amended accordingly." The request was then circulated to the Township of Scugog for comment and following was received: "The road fronting Lot 10 is unimproved and should not be classified. The road fronting Lots 11 and 12 is improved and we have no objection to it being re-classified to a Class "A" road. Before writing this letter, I contacted Mr. and Mrs. R. Ashton and they agree with the proposal of the road being re-classified from unimproved to Class "A" fronting Lots 11 and 12 only." As a result, the previous resolution had to be amended by changing the redesignation of the boundary road from Lot 10 to Lots 11 and 12. The following recommendation of the Public Works Committee was then adopted by Council on December 15, 1980: "That Resolution #W-238-80 be amended to read 'the boundary road in Lots 11 and 12, Concession 10, former Township of Darlington, be reclassified from 'Unimproved" to "Class "A" and By-law 2111 be amended accordingly' ." COMMENTS: Because the Township of Scugog would have no objection to the proposed redesignation and because the proposed redesignation has been authorized by the Newcastle Public Works Committee, we have no objections to the proposed redesignation of this road. RECOMMENDATION: It is respectfully recommended: 1. That Application for Rezoning Number Z-A-1-11-10 be approved, and that the attached By-law 81- i�t be forwarded to Council for approval.
