The officer met the mother of the victim. She explained that at approximately 4:00 p.m. her son was brought home by some of his friends after being bitten by a dog while on Kingscourt Road. The boy received two puncture wounds on the back side of his right leg just below the knee. The wounds required three stitches each to close them. The officer attended at the Kingscourt Road complex and immediately several young children asked how the victim was doing. The children all indicated that the dog responsible for the victim's injuries was in 21 Kingscourt. As there was no one home at the time, the officer reattended the residence later. He spoke to Kim Young (the dog owner's daughter) who stated that the dog which was present in the residence was the one responsible for injuring the victim. Upon contacting the dog's owner, Mr. Tim Young, the officer was advised that the dog had a prior incident from May 24, 2002 and had just recently been released from confinement by order of the Durham Regional Health Department. This confinement order was the result of a young boy being bitten on the leg while petting the dog. This incident occurred in Kitchener. The dog was released from confinement on June 3, 2002. Upon investigation of the July 9th incident, the Animal Services Officer issued an "Order to Restrain" pursuant to By-law 99-90, as amended. The order requires Mr. Young to: 1. licence and register the dog with the Clarington Animal Shelter and have the dog permanently identified by microchip implantation 2. notify the animal shelter staff immediately upon relocating the dog or upon transferring ownership of the dog 3. restrain the dog at all times, while the dog is on his own property, by keeping it enclosed in a pen or other enclosure in such a manner as to prevent the dog from leaving the property and to prevent contact with people and other animals r . , REPORT NO.: CLD-31-02 PAGE 3 OF 3 4. restrain the dog at all times, while the dog is off his own property, with the use of a muzzle and a leash no longer than 6 feet and under the care and control of a person who is 16 years of age or older. Mr. Young has indicated his desire to address Council regarding this matter on September 16, 2002. Mrs. Brooks has also been given the opportunity to address Council.
