SUBJECT: Extension of Draft Plan Approval - Romney Mead
Subdivision - Village of Newcastle (East Woodbridge
Developments Ltd. 18T-19720 - File: S-A-3-12-1)
BACKGROUND:
The attached correspondence from East Woodbridge Developments
Ltd. was received by staff on August 7, 1980. East Woodbridge Develop-
ments Ltd. are requesting a further extension to the draft plan approval
of the "Romney Mead Subdivision" in Newcastle Village. Draft approval
of the Plan will lapse on December 31, 1980.
COMMENT:
Staff note that subdivision 18T-19720 was originally given draft
p lan approval by the Ministry of Treasury, Economics and Intergovernmental
Affairs in August of 1972. Since that time, draft plan approval has been
extended on a number of occasions. Most recently, the Town recommended
extension of the draft plan approval in November of 1979. That request,
granted by the Ministry of Housing expires in December of this year as
noted above.

Staff note that the Town has also prepared and executed a sub-
division agreement for the Romney Mead Plan which has not been executed
by East Woodbridge Developments Ltd. Further, the Town has considered
a request from East Woodbridge Developments Ltd. for relief from levy
charges and engineering works required through the above noted subdivision
agreement. Members of the Committee will recall that in April of 1980
Town Council requested East Woodbridge Developments Ltd. to consider a
redesign of the subject subdivision and advised East Woodbridge Developments
Ltd. that the Town would be reviewing its development policies in conjun-
ction with the "Financial Analysis and Development Strategy Study" and the
preparation of the "Recreation Master Plan". Staff wrote to East Woodbridge
Developments Ltd. following their request of August 7, 1980. Staff were
advised, August 19, 1980, that East Woodbridge Developments Ltd. does not
intend to redesign the plan (copies of correspondence are attached for
information) .
Staff have reviewed the requested extension and feel that it would
be appropriate for the Town to recommend to the Minister of Housing that
an extension of three months be granted to the draft approval of (18T-19720) .
Staff feel that an extension to March 31, 1980 would afford the municipality
the opportunity of reviewing development conditions in Newcastle Village on
the basis of the "Financial Analysis and Development Strategy Study" and on
the basis of market conditions in the spring of 1981. Staff feel that it
would be appropriate to review the proposed subdivision agreement at that
time.

RECOMMENDATION:
It is recommended that the Planning and Development Committee
recommend to Council that the following resolution be adopted and for-
warded to the Plans Administration Division of the Ministry of Housing:
"The Town of Newcastle hereby requests the Minister of
Housing to extend the draft plan approval of subdivision
18T-19720 to March 31, 1981."
