BACKGROUND & COMMENTS:
On June 9, 1980 staff was requested by resolution PD-217-80
to prepare information for release to the public delineating the local
and regional planning responsibilities.
The attached brochure entitled "Town of Newcastle Statistical
Summary - 1980" has been prepared by staff in response to the Committee's
request and provides, in addition to an outline of planning responsibilities,
a summary of useful statistical data for the Town. It is suggested that
this document be made available to the public at a cost of $1.50 each in
order to offset copying costs.
RECOMMENDATION:
That the Planning and Development Committee recommend to Council
the following:
1. That Report P-143-80 be received;

2. That staff be authorized to make the "Town of
Newcastle Statistical Summary - 1980" available
for public release; and
3. That Resolution PD-217-80 be removed from the
Planning Committee Agenda as an outstanding item.

DELINEATION OF PLA i .
I INTRODUCTION
1. On January 1, 1974, the Regional Municipality was defined as, and continued to be, a planning area under the Planning Act, now known as the
Durham Planning Area.
2. The Town of Newcastle, formerly the Town of Bowmanville, the Village of Newcastle and the Townships of Clarke and Darlington, is under the
Regional Municipality of Durham's jurisdiction.
3. All previously existing Official Plans have remained in effect with the requirement that they be amended forthwith to conform with the provis-
ions of the Durham Regional Official Plan.
4. In the event of a conflict between the various plans, the provisions of the Durham Regional Official Plan shall prevail to the extent of that
conflict.
II RESPONSIBILITIES OF THE REGION
1. In general, the Region's responsibilities involve: the preparation of maps, drawings, texts, statistical information and all other material
necessary for matters affecting the Durham Planning Area, including the holding of public meetings and the publishing of information for the
purpose of obtaining the participation and co-operation of area inhabitants.
2. The Durham Regional Official Plan
2.1 The Durham Regional Official Plan establishes a framework to guide the Region's growth and development by providing general guidelines
for the preparation of detailed planning documents by the Town of Newcastle.
2.2 The Plan considers overall policy for matters such as:
a) housing
b) the environment
c) and economic development including policies relating to:
i) settlement areas

iii) major open space systems
iv) transportation

3. Additional Responsibilities 2.

3.1 In addition to the responsibility of preparing a Regional Official Plan and processing and adopting amendments to that Plan, Regional
Council:
a) has the responsibility of commenting to the Ontario Municipal Board, on the conformity of restricted area by-laws prepared by the
Town of Newcastle,
b) reviews, and where appropriate, appeals the decisions made by the Region of Durham Land Division Committee on consent applications
and by the Committee of Adjustment of the Town of Newcastle on minor variance applications,
c) provides comments on various development proposals, such as plans of subdivision, to the various approving agencies.
III RESPONSIBILITIES OF THE TOWN
1. The Town of Newcastle has been designated as a District Planning Area, under the provisions of the Durham Regional Official Plan, and is charged
with the responsibility of preparing district plans.
2. District Plans
2.1 In general, district plans contain more detailed policies than the Regional Official Plan relating to, among other things:
a) the use of land
b) the distribution of densities
c) housing mix
d) transportation
e) open space
f) recreation
r g) community services, and

h) urban design.
2.2 District plans are prepared in conformity with the provisionscf theDLrham Regional Official Plan and are considered to be secondary to that
Plan.

3. Development Plans 3.
3.1 Development Plans are prepared by the Council of the Town of Newcastle for areas where the District Plan or the Regional Plan are not suf-
ficiently detailed to permit adequate evaluation and control of new development.
3.2 Development Plans are prepared in conformity with the District and Regional Official Plans and are adopted by resolution of the Town of
Newcastle Council.
3. 3 Development Plans must then be forwarded to Regional Council and any other concerned agencies for information.
4. Additional Responsibilities
4.1 In addition to the preparation of District and Development Plans, the Town is responsible for:
a) the preparation of restricted area by-laws under Se,Ction 35 of the Planning Act,
b) development control by-laws,
c) deeming by-laws and so on,
d) commenting on development proposals, such as plans of subdivision, to various approving agencies,
e) licensing and, maintenance and occupancy by-laws,
f) the passing of validation by-laws, part-lot control by-laws and conversion by-laws,
g) the execution of development agreements.
