(416)263.2231 REPORT TO THE PLANNING AND DEVELOPMENT COMMITTEE MEETING OF JULY 21, 1980 REPORT NO. : P-125-80 SUBJECT: Neighbourhood Development Plan - Courtice West File: 2.2.1 BACKGROUND: On June 24, 1980 a public meeting was held to obtain public input to the proposed neighbourhood development plan for Courtice West. In addition to the comments made at that meeting, staff have received three written submissions, including a petition from area residents, concerning commercial uses at the northeast corner of Highway 2 and Varcoes Road and two letters from landholders and/or their representa- tives. As members of the Committee are aware, the petition was considered by Planning and Development Committee and Council on July 7th and 14th respectively, (Staff Report P-113-80) . In respect of the two letters received as noted, staff offer the following comments. COMMENTS: Letter of June 24, 1980 from Castlecourt Developments Ltd. Staff have reviewed the letter and have made certain revisions to the proposed neighbourhood development plan in response to the concerns raised. The following points correspond to the sequence and numbering of comments a `� 2 - contained in the letter. 1. Section 2.1.4 - The comments offerred support to the proposed Neighbourhood Development Plan. 2. Section 2.1.5 - Staff feel that the 10% variance to the planned neighbourhood populations is a reasonable guideline given reduced person per unit loading factors as described under point 1. Staff note that the Neighbourhood Development Plan is intended to be Town policy only and may be amended from time to time without formal Official Plan Amendment. 3. Section 2.1.6 - Staff have reviewed Section 2.1.6 and concur with the request. The text of the neighbourhood plan has been revised. 4. Section 2.3.4 - Staff have reviewed Section 2.3.4 and note that Schedule 2 should read Schedule 1 as noted. 5. Section 2.6.3 - Staff note that the right-of-way widths specified in the Courtice Urban Area Plan and within the Neighbourhood Development Plan are in accordance with the Town's approved de- sign criteria. Planning staff do not feel that it would be appropriate for the Town to consider reduced standards in the Neighbourhood Development Plan at this time. It may be appropriate for the Town to review its development standards overall, in the future. 6. Staff note that Section 2.6.3 (i) indicates that minor variances to road locations would be permitted. It is our opinion that the variances suggested by the developer's draft plan, would be minor in nature if necessitated by detailed engineering considerations. 3 - 7. Staff feel, in order to provide effective exposure to the park, the actual park frontage should be approximately 50 metres at the point in question. Letter of July 2, 1980, from Macpherson, Walker, Wright Associates Ltd. on behalf of Durcourt Develo ments Ltd. Staff have reviewed the letter and offer the following general com- ments. Firstly, the Neighbourhood Development Plan for Courtice West has been prepared in accordance with Amendment 12 to the Darl- ington Official Plan, the Courtice Urban Area Plan approved by the Minister of Housing on June 6, 1980. That document indicates that the Town will prepare Neighbourhood Development Plans in sequence beginning with Courtice West. As indicated by staff on previous occasions to the consultant, staging policies in respect of the actual development of subdivision plans are to be introduced into Amendment 12 to ensure that policies 6.5.2 and 6.8.2 of the Urban Area Plan are fulfilled. Secondly, in respect of servicing and soft services, staff note that the Neighbourhood Development Plans do not address the ex- tension of services or the timing of the provision of community facilities. The Neighbourhood Plans illustrate the future land use structure. The staging of development and the use of hard and soft services are more appropriately addressed in the context of the staging policies referred to above. Thirdly, staff note that the Town is proceeding with an environ- mental impact study in accordance with Amendment 12 to the Darlington Official Plan, i.e. , implementing the policies of its Official Plan. i f - 4 - General Further to the above-noted correspondence and following from the comments received at the Public Meeting of June 24, 1980, and following from numerous discussions with individual property owners, staff have revised the Courtice West Neighbourhood Development Plan and now feel it would be appropriate for the Town to adopt the Plan in accordance with the provisions of Amendment 12 to the Darlington Township Official Plan. Staff note that in addition to the changes made to the Plan des- cribed under comments, Schedule 1 has been revised as follows (see display) : 1. The local road between Darlington Boulevard South and the in- ternal north/south road in Neighbourhood 1B has been deleted to recognize existing development. 2. The entrance to the parkette on Darlington Boulevard South has been adjusted to recognize existing registered lots. 3. The Special Purpose designation at the northeast of Varcoes Road and Highway 2 has been replaced with a residential designa- tion in accordance with Council's action of July 14, 1980. 4. The entrance to the neighbourhood park in Neighbourhood 1A has been adjusted to reflect a reduced park frontage. 5. The entrance to the minor open space block in Neighbourhood lA has been revised to provide a larger point of access. RECOMMENDATIONS: That the Planning and Development Committee recommend to Council the following: 1. That Report P-125-80 be received; and that - 5 - 2. The Courtice West Neighbourhood Plan, as included as Attachment to Report P-125-80 be approved; and 3.
