REPORT NO. : P-109-80 SUBJECT: Reconstruction of Highway #2 through Courtice BACKGROUND & COMMENTS: Staff have recently met with representatives of Totten, Sims, Hubicki Associates Ltd, and the Ministry of Transportation and Communication in respect of the future reconstruction of Highway #2. Staff reviewed present and future development proposals along Highway #2 with the representatives of the Ministry of Transportation and Com- munication and discussions took place in respect of the standards to be applied through the Courtice area. It was noted by Staff that the proposed reconstruction would see Highway #2 reconstructed to urban standards from the Oshawa-Newcastle Townline to Courtice Road. Staff pointed out that with the approval of Amendment #12 to the Darlington Township Official Plan, the Courtice Urban Area Plan, urban development would be taking place as far east as the mid-point between Courtice and Hancock Roads. Staff are of the opinion that it seemed logical that the extent of reconstruction should coincide with the presently approved urban area boundary. Discussions also took place in respect of the construction of sidewalks along Highway V2. It was noted that the Town, by previous resolution, had requested that sidewalks be con- structed on both sides of Highway #2 from the Oshawa-Newcastle boundary to Courtice Road. Ministry Staff indicated that it was possible to have the provision of sidewalks included within their general contract for the Highway #2 reconstruction. Planning Staff are of the opinion that sidewalks should be constructed as part of the overall reconstruction contract from the Oshawa-Newcastle boundary to Darlington Boulevard South and suggest that this be reviewed further at such time as the overall reconstruction contract is tendered by the Ministry of Transportation and Communication. RE COMMENDAT ION: It is recommended that 'Gown Council adopt the following resolution: "WHEREAS Amendment #12 to the Darlington Township Official Plan has been approved by the Ministry of Housing; and WHEREAS that document designates the an urban area boundary for the Courtice area IT IS HEREBY RESOLVED that Town Council_ recluesLt; the Hin- istry of Transportation and Communication to consider revising their plans for the reconstruction of Highway #2 so that the proposed urban section of Highway #2 coincides with the boundaries of the Courtice Urban area as shown in Amendment #12 to the Darlington Official Plan."
