REPORT TO THE PLANNING AND DEVELOPMENT COMMITTEE MEETING OF JUNE 9, 1980.

SUBJECT: Hamlet Development Plan - Haydon
File: 3.5
BACKGROUND:
On February 27, 1980, Council adopted resolution PD-60-80 of
the Planning and Development Committee, which authorized staff to for-
ward the Hamlet Development Plan for Haydon to Regional Council for
comments, in accordance with Section 10.4.2.2 of the Durham Regional
Official Plan. On May 9, 1980, staff received the attached comments
(Attachment 1) which indicated that Regional Council had no objections
to the proposed Hamlet Development Plan.

COMMENTS:
The proposed Hamlet Development Plan for Haydon may now be
formally adopted by the Town of Newcastle. We note, however, that as
a result of our review and revisions to other hamlet plans, certain changes
to the text of Section 4.3 have been made. These revisions are a reflection
of comments received from Durham Regional Council in respect of the New-
tonville Hamlet Development Plan; and which staff felt should be made to

the Haydon Plan for consistency.

We also note that Schedule "1" "Land Use Structure Plan"
has been revised to recognize a recent decision of the Durham Region
Land Division Committee in respect of two applications for consent
on the west side of Maple Street.
The revised hamlet development plan for Haydon is included
as Attachment 2 to this report. We have also included, as Attachment
3, a draft amendment to the Official Plan for the former Township of
Darlington pursuant to Section 10.4.2.1 of the Durham Regional Official
Plan.
RECOMMENDATION:
That the Planning and Development Committee recommend to
Council the following:
1. That Report P-99-80 be received; and that
2. The Hamlet Development Plan for Haydon, included as
Attachment 2 to Report P-99-80, be adopted; and that
3. Planning Staff prepare the necessary amendment to By-law
2111, in order to bring it into conformity with the approved
Hamlet Development Plan for Haydon; and that
4. The Region of Durham be forwarded a copy Of Staff Report
P-99-80, and requested to initiate the required amendment
to the Darlington Official Plan, as contained in Attachment
3 to said report; and that
5. A copy of the approved hamlet development plan be forwarded
to the Ministry of Housing for their information.

RE: Development Plan for the Hamlet of Haydon
Ms. Gray, the Planning Committee of Regional Council
considered the above Development Plan and at a meeting
held on April 30, 1980 Council adopted the following
recommendation of the Committee:
"a) THAT the Council of the Town of Newcastle be advised
that Regional Council has reviewed the Development
Plan for the Hamlet of Haydon that such Plan
conforms to the Durham Regional Official Plan and
would appear to have no Regional implications
b) THAT a copy of Commissioner' s Report #80-110 be
forwarded to the Council of the Town of Newcastle."
Enclosed as directed by Council is a copy of Report
#80-110 of Dr. M. Michael , Commissioner of Planning.
