REPORT NO. : P-98-80 SUBJECT: Hamlet Staging Policies Enniskillen, Newtonville, Tyrone BACKGROUND: On March 11, 1980, the Town requested Regional Council's comments in respect of the Town's proposed staging policies for Ennis- killen, Newtonville and Tyrone. On May 9, 1980, the Town received the attached reply. We note that the Region has no objection to the proposed pol- icies for Tyrone and Newtonville and will consider the policies for Enni- skillen in conjunction with the necessary Regional Official Plan amend- ment. We also note that the Tyrone Development Plan is presently being reviewed by Regional Council and that the Newtonville Plan is undergoing further circulation as a result of Council requested revisions. In that respect, we shall be incorporating the Tyrone staging policies within the Hamlet Plan prior to final Council adoption, and have revised the Newton- ville staging policies in accordance with Council's most recent direction. r 2 - RECOMMENDATION: That the Planning and Development Committee recommend to Council that Report P-98-80 be received for information. Deputy Clerk Regional Clerk Town of Newcastle 40 Temperance Street BOWMANVILLE, Ontario L1C 3A6 RE: Hamlet Staging Policies for Enniskillen , Newtonville and Tyrone Ms. Gray, the Planning Committee of Reigonal Council considered the above matter and at a meeting held on April 30, 1980 Council adopted the following recommendation of the Committee: "a) THAT the Council of the Town of Newcastle be advised that Regional Council will consider the staging policies for the Hamlet of Enniskillen at such time that the Development Plan for the Hamlet of Enniskillen is considered b) THAT the Council of the Town of Newcastle be advised that Regional Council has reviewed Amendment #1 to the Development Plan for the Hamlet of Newtonville which contains staging policies and that such Amendment does not appear to have any Regional implications c) THAT the Council of the Town of Newcastle be advised that Regional Council has reviewed the staging policies for the Hamlet of Tyrone and such policies do not appear to have any Regional implications. REPORT Section 10. 4 . 2 . 2 of the Durham Regional Official Plan requires that an area municipality consult with Regional Council. prior to the adoption of a development plan for a hamlet . This also applies to any amendment to such development plans . In the attached correspondence the Council of the Town of Newcastle is requesting Regional Council 's comments on staging policies for the hamlets of Enniskillen, Newtonville and Tyrone . These staging policies have been prepared in the format of amendments to the respective Hamlet Development Plans . 1g 637 Commissioner ' s Report No. 80-113 Page 2 , 1� 1 . Enniskillen The Council of the Town of Newcastle has requested the Durham Regional Official Plan be amended to designate Enniskillen as a hamlet for growth with a municipal water system. The Development Plan for the Hamlet of Enniskillen and the proposed staging policies will be considered once Regional Council has dealt with the amendment to the Durham Regional Official Plan as requested by the Council of the Town of Newcastle. 2 . Newtonville The Development Plan for the Hamlet of Newtonville was considered by Regional Council at its meeting on February 20, 1980 . Staff has reviewed the proposed amendment to such Plan and it would appear that the proposed Section 3 . 9 does not have any Regional implications . 3 . Tyrone The Development Plan for the Hamlet of Tyrone has not yet been received by Regional Council for comment . However, staff has reviewed the proposed staging policies for the Hamlet of Tyrone and it would appear that such policies have no Regional implications . It is suggested that the Council of the Town of Newcastle .incorporate the proposed staging policies as part of the Development Plan for the Hamlet of Tyrone prior to the submission of the Plan to Regional Council for comment .
