APPOINTMENT OF OFFICERS WITHIN THE MUNICIPAL LAW
ENFORCEMENT DIVISION

RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1, THAT Report CLD-23-02 be received;
2, THAT Jacqueline Mainquy be appointed as a Municipal Law Enforcement Officer;
3. THAT Stephen Grigg and Kathe Groen be appointed as temporary Parking
Enforcement Officers; and
4, THAT the By-laws appointing Jacqueline Mainguy, Stephen Grigg and Kathe Groen be
approved,

BACKGROUND:
As Council is aware Jacqueline Mainguy was recently awarded the position of Municipal Law
Enforcement Officer. Ms, Mainguy will commence her new duties on May 2ih, 2002,
As a result of interviews two staff members have been selected to fill the vacancy left by Ms,
Mainguy's move and the departure of the part-time officer, Joa Lee Radford, The two new
officers Stephen Grigg and Kathe Groen will commence their duties on May 21st, 2002, on a
temporary basis, lasting until August 31 st, 2002. At that time, staff will review the situation and
make permanent recommendations,
In order to carry out their duties as Municipal Law Enforcement Officers, Ms, Mainguy, Mr.
Grigg and Ms, Groen must be appointed by Council and subsequently sworn in by a Justice of
the Peace. In addition, Ms, Mainguy must be designated as an Enforcement Officer for the
purpose of enforcing the Municipal Tree By-law.

THE CORPORATIONOF THE MUNICIPALITY OF CLARINGTON
BY-LAW NO. 2002-
being a by-law to amend By-law 97-35, as amended,
being a by-law to prohibit or regulate the destruction
of trees in the Municipality of Clarington
WHEREAS the council of the Corporation of the Municipality of Clarington deems it
advisable to amend By-law 97-35,
NOW THEREFORE the Council of the Corporation of the Municipality of Clarington
enacts as follows:
1, THAT Schedule G of By-law 97-35 be amended by adding the following
hereto:
"Ms. Jacqueline Margaret Mainguy, Municipal Law Enforcement
Officer, Municipality of Clarington"

BY-LAW NO. 2002-
Being a By-law to appoint a Municipal Law Enforcement Officer
WHEREAS Section 20 of the Police Services Act R.S,O, 1990, c, 10, Section
15(1), authorizes a Council of any Municipality to appoint one or more By-law
Enforcement Officers, who shall be Peace Officers for the purpose of enforcing
the By-laws of the Municipality; and
WHEREAS it is desirable to appoint Stephen Grigg as a Municipal Law
Enforcement Officer by By-law for the purpose of enforcing the. Traffic By-laws of
the Municipality of Clarington as amended;
NOW, THEREFORE, the Council of the Corporation of the Municipality of
Clarington hereby enacts as follows:
1, THAT Stephen Grigg is hereby appointed as Municipal Law Enforcement
Officer for the pupose of enforcing the Traffic By-law within the
