REPORT NO. : P-82-80 SUBJECT: Proposed Site Plan Agreement - Canadian Imperial Bank of Commerce, King and Temperance Streets, Bowmanvillle - Our File: S-P-2-10 BACKGROUND: The attached site plan agreement has been prepared by Staff and reviewed with representatives of the Canadian Imperial Bank of Commerce through the Site Plan Committee. The Agreement required under Town By-law 79-151 sets out the Town's requirements for the development of the proposed bank at Icing and Temperance Streets in Bowmanville. COMMENT: Staff have reviewed the design of the proposed building with the architects for the Bank of Commerce and note that discussions have taken place between Mr. G. Baird and the Bank's consultants. The proposed bank building, in the opinion of staff, successfully incorporates a number of design elements important for the maintenance and enhancement of the historic shopping area in Bowmanville. The new structure will have a facade of up to 18 feet in height with a tower at the intersection of King and Temperance Streets of 24 feet in height. The desj.gn will include corner access, the use of brick and 2 - includes landscaping along Temperance Street. On site parking is to be provided in accordance with the Town's requirements. Staff note that the proposed building follows the basic recommendations of the Baird Study and in doing so, helps to establish a basis for further redevelopment along King Street in Bowmanville. For the information of the Committee, the Bank of Commerce has met the Town's requirements in respect of storm drainage and is expected to meet the Town's requirement that sewer and water services be provided from Temperance Street or King Street provided that there is no disruption to the King Street road surface. Staff recommend that the Planning and Development Committee forward the attached development agreement already signed by officers of the Bank of Commerce, to Council for execution. RECOMMENDATION: 1. That the Planning and Development Committee recommend to Council that the attached development agreement be forwarded to Council for approval, and 2. That the Town Clerk be requested to prepare a by-law for the purposes of executing the attached agreement to be considered by Town Council at their meeting of May 5, 1980.
