allocations described on Map C of the Regional Plan
and the establishment of uniform density assumptions
for vacant residential lands. Both the Regional Works
• Department and ourselves will be using the data generated
from the study in evaluating future development proposals.
In this regard we note that the proposed 28 units would
potentially generate a population of 67.2 persons based on
a factor of 2.4 persons per unit. Since the area proposed
for residential use is .779 acres the population density
will be approximately 85 persons per acre. This density
exceeds the population density of 11 ppga utilized in the
Regional sewerage plan for Newcastle Village.
The Town, however, may wish to vary population densities
for particular developments. In this regard it should be
recognized that reserve capacity for other vacant lands within
the same drainage area may have to be reduced if this develop-
ment is allowed to proceed at the density proposed.
Furthermore, because the proposal is increasing the number
of units on the site from 3 to 28 the payment of levies
for the additional units will be required as a condition of
Regional approval. We will also require the dedication of a
12 foot road widening and a 1 foot lot reserve where the
subject site abuts Regional Road No. 17 (Manvers Road) .
The reserve is necessary for the Region to control access
to the Regional Road.
Failure on the part of the applicant to enter into an agree-
ment to satisfy the financial requirements of the Region will
result in Regional comments to the Ontario Municipal Board
deeming the rezoning application to be premature due to the
financial planning implications imposed on the Region with
respect to the provision of roads, sewer, water and other
Regional services."
The Newcastle Village Public Utilities Commission does not
object to the proposed development.
The Newcastle Works Department submitted the following list
of requirements:
"(a) that the Owner enter into a Site Plan Agreement with
the Town of Newcastle and the Public Works Department
be kept fully informed as to the status of this matter
at all times.
(b) that the Owner upgrade George Street to meet the Town
of Newcastle's minimum Standard Specifications.
