REPORT TO THE PLANNING AND DEVELOPMENT COMMITTEE MEETING OF MARCH 31, 1980.

SUBJECT: Ministry of Natural Resources - Mapping Assistance
BACKGROUND:
On June 11, 1979, the Planning Committee considered report
P-84-79 (copy attached) respecting mapping assistance available from
the Ministry of Natural Resources. In accordance with the recommendations
of that report, as adopted by Council on June 18, 1979; staff investi-
gated the comparative costs of obtaining mapping through the subject
program. On July 23, 1979, we were advised by the Ministry of Natural
Resources that mapping of our area had been given a high priority, and
would be available, at a scale of 1:10,000, by April of this year. The
price per print would be approximately $2.00 and there are some 26 sheets
involved. This would provide the Town with basic and up-to-date topographic
mapping for most of the Town. However, at the present time, the Ministry
has not determined whether or not mylar originals Would be available for
sale to the municipality.
COMMENTS:
While the mapping undertaken by the Ministry of Natural Re-
sources at a scale of 1:10,000 will provide adequate derail for most of

the Town, it would be extremely beneficial if we could obtain greater
detail for the urban areas. In that regard, the Knist-ry's mapping,
assistance program provides an opportunity for mapping these' areas at
a scale of 1:2000. However, in order to properly Investigate the costs
of participating in the program, a .direct request from Council to the
Minister of Natural Resources would be required, and should indicate
the Town's interest in participating in the prograi.
Once such a request has been made, Ministry staff will con-
tact the municipality to discuss our requiremep�s, elI4ibility.and to
determine approximate costs.
At the present time, we have been advised py Ministry staff
that the cost of producing individual sheets is approximately $3000}
Our initial estimates indicate that for Bowmagville and CourUce there
would be 65 sheets involved, for a total ,of $195,000. If the Town's
request for assistance is approved, the cost to the Town could be some-
where between $33,000 and $50,000. However, we have been advised by
private mapping services that the costs would be much closer to $2200
per sheet, for a total of $143,000. Our costs, with Minstry assistance,
could be between $24,000 and $38,000, again dependant upon the extent of
the Town's eligibility. These costs could be! spread over a period of
two years. We note that the Department's 1980 budget submission includes
an allocation of $15,000 for mapping.
RECOMMENDATION:
That the Planning and Development Committee recommend' to
Council the following:
1. That report P-55-80 be received; and toat
