City of Oshawa By-law 18-80
Townline Shopping Centre
BACKGROUND:
The above mentioned items have been forwarded to the Town
of Newcastle in accordance with the Region of Durham's procedure
for the circulation of Official Plan amendments and in accordance
with the Ontario municipal Board's procedures for the circulation
of zoning by-law amendments .
Official Plan amendment application 80-7/00 requests that
the residential designation in the Durham Regional Official Plan
on the northwest corner of King Street and Townline Road in Oshawa
be amended to permit the construction of a shopping centre of 68,000
square feet under a proposed "Local Central Area" land use category.
City of Oshawa By-law 18-80 passed by Oshawa City Council
on February 18, 1980, zones the above mentioned site to allow a shop-
ping centre of approximately 68,000 square feet including a food store
(supermarket) of approximately 40,000 square feet.
As Committee is aware, the Ontario Municipal Board con-
sidered the development of the subject site for a shopping centre
of a larger size at the recent hearings held in respect of objections
to the Durham Regional Official Plan. As Committee is also aware,
the City of Oshawa has appealed the decision of the Ontario Municipal
Board to the Cabinet as that decision would not allow the development
of the larger scale shopping centre proposal.
COMMENT:
The Town of Newcastle has had a longstanding concern with the
development of the "townline site" vis-a-vis the development of the
Courtice Community and the Courtice Community Central Area.
Staff feel that the Town should carefully consider this most
recent shopping centre proposal in terms of its potential impact on
the development of Courtice, particularly as this current proposal
would be expanded to incorporate a department store. Staff note that

to be supported by a retail analysis. At this time, no retail analysis
has been forwarded to the 'Town for consideration.
Staff feed therefore, that it would be appropriate for the Town
to formally object to Oshawa By-law 18-80 at this time, noting that
further comments in respect of Official Plan Amendment 80-7/00 and By-law
18-80 will be made in the near future that may require further Committee
and Council action.
Staff note that the last date for objection to Oshawa By--law
18-80 is March 24 , 1980. A Council meeting to consider this matter prior
to that date will be required.

RECOMMENDATIONS:
It is recommended that Planning and Development Committee
recommend to Council that the following resolution be adopted:
"WHEREAS the development of a shopping centre at
the northwest corner of King Street and Townline in
the City of Oshawa may affect the cevelopment of the
Courtice Community Central Area,
The Town of Newcastle hereby objects to City of Oshawa
By-law 18-80, and
hereby instructs the Town Solicitor to file the necessary
objection".
