REPORT NO. : P-48-80 SUBJECT: Proposed Official Plan Amendment - Urban Development Institute - File: 80-4/D BACKGROUND: On February 28, 1980, staff received the attached application to amend the Durham Regional Official Plan (80-4/1)) related to the North Pickering area, i.e. ; the proposed community of Seaton. The proposed new community, to be undertaken by the Ontario Land Corporation, would involve the development of a new urban community of 75,000 to 90,000 persons and would evolve over the next 25 to 30 years. Prior to any development occurring, the province has indicated that it will obtain local planning approvals including an amendment to the Durham Regional Official Plan. On October 23, 1979, an application was submitted to the Region by the Ontario Land Corporation. The appli- cation was not circulated to the 'Town of Newcastle for comment. Application 80-4/D has been filed, in response to the above men- tioned October 23, 1979 amendment for Seaton. As can be seen from the text of proposed amendment 80-4/D, specifically the purpose and basis, Li t this amendment is intended to address the timing, need and policy guidelines for the development of the North Pickering Area. Staff have reviewed the proposed amendments, as well as submitted documen- tation in support of the development of North Pickering and offer the following comments. COMMENTS: The proposed community of Seaton, was originally envisioned as a complementary and logical development arising from the proposed Pickering Airport, Provincial "go-east" policies and high growth rates experienced in the late 1960's and early 1970's. If approved, it would have the effect of creating a new urban focus of a scale*.which would rival the dominance of the Os11aw,i-M1itby-Court_ice Urban Area. It is the feeling of staff that the need for such a new com- munity at this time is questionable in view of the present growth trends, housing demand and the recognized potential of existing communities in Durham to accept further development. Staff note that the Province, Region and local municipalities have made substantial commitments to the development of existing and new urban areas particularly through their participation in the Ontario Housing Action Program. The financial implications of permitting the development of a completely new urban community should be carefully considered in the light of these commitments . Staff feelthat the development of Seaton would be appropriately viewed in the content of proposed Official Plan Amendment 80-4/D. Staff also feel that the proposed amendment would be the basis for valuable discus- sions with the Province in respect of the unapproved portions of the Durham Regional Official Plan (Sections 3 and 16.10) . 3 - Our only suggested modifications would be to incorporate references to the urban areas of Bowmanville and Newcastle Village given current servicing commitments in those areas. These references should be included in proposed Section 7.2.4.1, subsections (iii) and (v) . RECOMMENDATION: That the Planning and Development Committee recommend to Council the following: 1. That Report P-48-80 be received; and that 2. The Region of Durham be advised that the Town of Newcastle supports the Urban Development Institute's proposed amendment to the Durham Regional Official Plan (File 80-4/D) ; and that 3. The following modifications be made to the proposed amendment: Section 7.2.4.1 (iii) be modified by the addition of the words "Bowmanvile-Newcastle Village" immediately following the words "Picker.itig-Ajax", and Section 7.2.4.1 (v) be modified by the addition of the words "howmanville-Newcastle Village" immediately following the words "Gatineau Hydro Right-of-Way". Purpose: To provide the necessary policies and guidelines in the Regional Municipality of Durham Official Plan upon which approval of development in North Pickering will be based. 2 . Basis : 7 . 2 . 4 - Section ?�:�?--S��ec� at-St Ldp-rrea-Ne:-2 , establishes the conditions upon which development in North Pickering may proceed . However, it is deemed appropriate at this time to clarify specifically what matters Regional Council considers appropriate in considering the advisa- bility of adopting an amendment for the North Pickering area- - The North Pickering Community Concept was developed in the early 1970 ' s at a time when Provincial and Toronto Centred Region growth estimates were considerably higher than those prepared more recently. Since that time, conditions have changed significantly in the Toronto Centred Region wherebv population and employment growth is slo,,:er than expected and considerable lands to accomo- date such growth have been designated in official and district plans and are serviceable. 1' Ie view Lo Iiit�2i'ii,tLiofil-i1 Ai_rpr) n(-�itr,tl north of the North Pickering Community has been postponed, obviating the need for urban development in proximity to that facility. Until that time there is no rationale for developing North Pickering. The development of the North Pickering Community will require extensive infrastructure and the provision of Regional and local municipal services. Providing such services while there is underutilized servicing capability in lower tier municipalities of the Region may create unnecessary financial burdens for taxpayers. _ Premature development of the North Pickering Community may be a disincentive to the fulfillment of the Regional policy of ensuring the dominance of the Oshawa-Whitby-Courtice Major Urban Area. The Regional Official Plan has designated as Special Study Areas and Agricultural Reserves (identified as Areas for Future Development) , lands immediately adjacent to currently designated Major Urban Areas. Development in these areas may be more advisable than in the North Pickering area in terms of the cost of providing both hard and soft services, fulfillment of community development goals and the preservation of valuable agricultural lands- 2 3 . The Amendment 7 . 2 . 4 Section 1574 is hereby amended by the addition of the following . 7 . 2 . 4 . 1 "-1--Z-1 Prior to the adoption of any amendment for North Pickering, Council shall consider i) the need for development in the North Pickering area in relation to the availability of designated and serviceable urban development areas in Pickering-Ajax, Scarborough and rSarkham. Council shall, as a guideline, consider development in North Pickering premature if there is adequate land available in the market area to meet community development policies and population and employment growth requirements. ii) the extent to which development in North Pickering is complementary and oriented to the establishment of an Oshawa-'r,Ihitby-Courtice centred region. Section 1.6 . 10 . 5 shall be used as a ouideline in such analysis. iii) the fiscal impact of industrial development in the North Pickering area prior to the fulfillment of employment tar.oets in Pickering-Ajax and Oshawa-Whitby-Courtice. the fiscal impact of providing Regional and iv) P local public services to the North Pickering area . V) the feasibility and rmcrit of designating additional residential and industrial lands in 3 Pi cker.i ng-T,jax south of the Gatineau Hydro Right.-of-t•iay and in Oshawa-Whitby-Courtice, prior to the development of North Pickering. To this end, Council shall compare among other matters, the costs and benefits of providing Regional and local services to these areas and to North Pickering. Vi) the feasibility and merit of designating other Special Study and Future Development Areas for development prior to North Pickering.
