SUBJECT: Newcastle Village Senior Citizen's Lodge - Application
for Rezoning Number Z-A-3-11-4
BACKGROUND:
By-law 79-82, which was passed by Council on August 27, 1979
amended the Restricted A ea (Zoning) By-law of the former Village of
Newcastle to permit the development of a 43 unit senior citizens'
apartment building fronting on King Street in the former Village of
Newcastle.
At the time thi By-law was prepared, detailed architectural
drawings for the proposed building were not available and minimum dwelling
unit areas of 600 square feet for one bedroom units, and 700 square feet
for two bedroom units were included in the amending By-law.
After By-law 79 82 was approved by Council, the proponents com-
missioned an architect to prepare a detailed design and cost estimates
for the building, It was discovered that, in order to make the proposal
economically feasible, alreduction in the required dwelling unit areas to
450 square feet for one edroom units and 600 square feet for two bedroom
units was required.

The attached letter from the proponents' consultant requests

an amendment to By-law 7 -44 to reduce the required dwelling unit area.
COMMENT:
We have been adlI 'sed by the consultant acting on behalf of the
applicant that provision has been made for a considerable amount of
communal floor space wit Un the proposed building, which would, in effect,
provide for additional u able space for each resident.
In addition, we have been advised that the Canada Mortgage and
Housing Corporation does not object to the proposed reduction in dwelling
unit area.
In view of this information, we have no objection to the requested
amendment to By-law 79-4 .
RECOMMENDATION•
It is respectfully recommended:
1. That the request filed on behalf of the Newcastle Lodge
for Senior Citizens for an amendment to By-law 79-44
to reduce t e required dwelling unit area be approved; and
2. That the at ached By-law 80-� be forwarded to Council for
approval.

be amended as follows:

A By-law to Amin Restricted Area By-law Number
79-44, as amen ed, of the Corporation of the Town
of Newcastle.
WHEREAS the Council of he Corporation of the Town of Newcastle deems
it advisable to amend R stricted Area By-law Number 79-44, as amended,
of the Corporation of Me Town of Newcastle.
NOW THEREFORE the Council of the Corporation of the Town of Newcastle
ENACTS as follows:
1. Section 11 of y-law 79-44, as amended, is hereby further
amended by del ting therefrom subsection 3 of subsection (i)
of subsection 1.3 and replacing therefor the following:
"3. Zone Pro isions
(i) Lot Area minimum) 1.5 acres
(ii) Lot Front ge (minimum) 60 feet
(iii) Front Yar( minimum) 25 feet
(iv) Interior lide Yard (minimum) 25 feet
(v) Rear Yard (minimum) 25 feet
(vi) Dwelling Unit Area (minimum)
(a) dwelling unit containing one
bedr om 450 square feet
(b) dwelling unit containing two
bedr oms 600 square feet
(vii) Building eight (maximum) 40 feet
(viii) Parking S aces (minimum) .25 spaces per dwelling
unit."

2. This By-law shall come into effect on the date hereof, subject
to receiving tle approval of the Ontario Municipal Board.
