APPLICATION FOR DESIGNATED PROPERTY GRANT

RECOMMENDATIONS:
It is respectfully recommended that Council approve the following:
1. THAT Report CD-36-88 be received; and
2. THAT the Designated Property Grant Application submitted by Mr. David C.
Climenhage for a grant of $3,000.00 be approved subject to the Ministry of
Citizenship and Culture advising that the application meets their criteria; and
3. THAT the Heritage Branch, Ministry of Citizenship and Culture be forwarded a
copy of the documentation for review and comment; and
4. THAT the funds required be taken from the Contingency Account, Unclassified
Administration Account 7007-X-298; and
5. THAT Mr. David C. Climenhage be advised of the actions taken.
BACKGROUND AND COMMENT:
The "John Stalker House", R. R. #2, Orono, owned by David and Judith Climenhage was
designated as a Heritage Property in 1987. The owners have identified work at a
cost of $6,177.00 required to be done to the exterior surface of the structure and
have filed an application for a grant of $3,000.00 to assist in offsetting the costs
associated with the project.

Grants are available to the owners of designated properties under the Ministry of
Citizenship and Culture's "Designated Property Grant Program." The Ministry has
indicated that funds are available and it is appropriate that this application which
meets the program's grant criteria be processed at this time.
For Council's information, I would advise that funding for the program requires that
the municipality pay the grant portion (first having determined that the works have
been properly completed) , and then make application to Heritage Branch for
reimbursement. The Town can, by this process, obtain full recovery plus ten per
cent to cover the administrative costs.
As background to the application, I would advise, that the Climenhage
application was received March 7, 1988, referred to L.A.C.A.C. on April 15, 1988, a
letter attesting to the adequacy of the works proposed was received from the
Chairman of L.A.C.A.C. Subsequently, and on June 15, 1988, the application was signe
and approved by the Chairman of L.A.C.A.C.
Since this is the first grant application, it would be appropriate to clear the
support documentation with the staff of the Heritage Branch to establish their
acceptability. For this reason, staff have recommended that the application be
approved subject to the municipality having the Heritage Branch confirm the
acceptability of the application.
The Treasurer has indicated that funds are available from the Contingency Account -
Unclassified Administration Account #7007-X-298.

Earlier this year, Mr. Climenhage filed an application for a grant to
do certain works on the designated structure. With his application,
he has included photographs of the areas to be repaired and complete
estimates from the masonry contractor.
There is a requirement that L.A.C.A.C. review and approve the work
proposed to be done to provide a written and pictorial assessment of
the project. Since this is the first project proposed under the grant
program, it would be appropriate to establish in detail the format
that will be followed on this and future projects related to the
restoration of designated properties.
You will recall that the Ministry people were very specific regarding
what had to be done and I would ask that your Committee determine who
will carry out the necessary investigations and inspections and
prepare the written and pictorial evidence required to support the
project and satisfy the Ministry that the restoration work truly
replecates the original.
