SUBT-CT: AMENDMENT TO BY-LAW #79-1, THE SAME BEING A BY-LAW FOR THE REGULATION
OF PARKING, STANDING OR STOPPING ON HIGHWAYS UNDER THE JURISDICTION
OF THE CORPORATION OF THE TOWN OF NEWCASTLE
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration Committee
recommend the Council the following:
( 1) THAT this report be received; and,
( ') THAT the attached by-law be forwarded to Council for passage; and,
(3) THAT Public Works be instructed to carry out the necessary signing.
BACKGROUND AND COMMENT:
Pursuant to the attached correspondence received from Bowmanville Memorial Hospital , please
be advised of the following.
Prince Street, north side , in the vicinity of Bowmanville Memorial Hospital , is currently
signed "No Parking" from Liberty Street, east to Lambert Street. Expansion of the hospital -
site eastwardly, has necessitated the closing of Lambert Street, thereby increasing traffic
on Prince Street, traffic which will only get worse with the opening of the hospital ' s new
wing. When the new wing comes on stream, it will be necessary to prohibit parking in the
requested area and, perhaps, on the south side of Prince Street as well . Given the fact
that we will eventually be required to erect signs in the requested area , it is recommended
that we accommodate the immediate concerns of the hospital ' s directors by extending the
existing "No Parking" area easterly, to a point immediately west of the first residential
dwelling unit, #18 Prince Street.

By-law No. 88-
Being a by-law to amend By-law #79-1, being a by-law
for the regulation of parking, standing or stopping
on highways under the jurisdiction of The Corporation
of the Town of Newcastle
AND WHEREAS, it is deemed expedient to amend the said by-law to prohibit parking
on the north side of Prince Street, from Liberty Street, east to a point
immediately west of the private residence located at #18 Prince Street, in the
former Town of Bowmanville;
NOW THFREFORE , the Council of the Corporation of the Tom cr Newcastle hereby
ENACTS as follows :
1. Schedule 'A' (No Parking) to By-law #79-1 is hereby amended by adding
thereto and under the corresponding column thereof, the following:

Dear Mr. Irwin:
Our building project is now underway at our hospital and we are
presently at the excavation stages of the process.
We will soon be proceeding to the concrete and steel beam phase
of the operation at which time, we expect to witness a marked increase
in large and heavy truck traffic using Prince Street to access our
property.
At the present time, vehicles are parking on both sides of Prince
Street (with the exception of the Emergency entrance area) , which
is adding to the already difficult chore of mani'p`ulating some of
the larger trucks close to the building site.
It would assist us considerably if the no parking by-law could be
extended from the existing signs - easterly by approximately 225 ft.
on the North side of Prince to the East end of our. property.
I have enclosed a diagram of the site and should you have any questions
regarding this matter, please feel free to call me.
