SUBJECT: PROPOSED SCHEDULE FOR SPRING CIVIC RECOGNITION RECEPTION AND ACQUISITION OF MEDALLION AND PLAQUE FOR USE IN THE CIVIC RECOGNITION PROGRAM RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1 . That Clerk's Report CD-65-86 be received; and 2. That Council adopt the Medallion and Plaque as the form of awards to be presented to citizens in accordance with the Civic Recognition Policy; and 3. That Council authorize the acquisition of 100 Medallions and 25 Plaques from Coyle and Greer Awards Canada Ltd. , Ingersoll , Ontario, at a cost of $1 , 126.55 plus Federal and Provincial Taxes; and 4. That the funds be drawn from the Unclassified Administration Receptions and Tributes Account #7007-0235-X-5; 5. That the Clerk retain possession of the award-related materials and they be released for use only by Resolution of Council . BACKGROUND AND COMMENT: Council , at the meeting of October 27th 1986, adopted a "Town of Newcastle Civic Recognition Policy" and directed as well , that the Committee arrange for a reception to be held in early spring 1987, and that Councillor Cowman and the Clerk bring forward a report establishing a Medallion to be used at the discretion of Council to honour citizens. Continued . . . . ./2 Report CD-65-86 - 2 - December 15, 1986Jf (c Two meetings were held by Members of the Civic Recognition Committee. At the first meeting on November 17, 1986, the Committee determined that the Civic Recognition Reception directed to be held by Resolution #C-886-86 would be scheduled as follows: 1 . Date: Late April 1987 - Wednesday the preferred day, starting at 7:30 p.m. (Exact date to be determined) ; 2. Location: Lions Centre, Beech Avenue, Bowmanville; 3. Catering: Desserts and light refreshments; 4. Advertising: Publication of a public notice in all newspapers serving the Town of Newcastle, inviting persons to submit names of citizens for consideration; 5. Selection Committee: All Members of Council ; 6. Area of Eligibility: Industry, Trade, Commerce, The Arts, Education, Humanitarian, Public Service, Volunteers. The second meeting was held on December 1 , 1986, and at this meeting the art work for the awards was reviewed by the Committee. Two pieces were considered: 1 . A metal and enamel medallion two (2) inches in diameter with an engraveable insert. 2. A plastic reproduction of the municipal "Coat of Arms" 21/4" x 23/4" suitably enamelled to reflect the colours in the original. The Committee approved of both pieces and would recommend them for use by the Town of Newcastle. The "Medallion" for presentation to individuals or groups for outstanding achievement in their field of endeavour (i .e. sports) . The "Coat of Arms" suitably mounted on a walnut shield for presentation to individuals Council might wish to recognize for their contribution to the community (i .e. citizen of the year) . Because the number of pieces required is unknown at this time, the Committee would recommend the placing of an order with the supplier for the following quantities: 1 . Medallions - First Order 100; 2. Coat of Arms Plaques - First Order 25. Continued . . . . ./3 Report CD-65-86 - 3 - December 15, 1986 The costs associated with the items are: 1 . Medallion Die Cost (one time charge) $110.00 Medallion @ $6.00 each $600.00 2. Coat of Arms Plaque Die Cost (one time charge) $150.00 25 plaques (crest @ $5.00) (mounting plate @ $5.65) _$266.55 The cost of the first order is $1 , 126.55 plus applicable taxes. In accordance with the direction of Council , the costs associated with the purchase of the subject materials is to be charged to the Unclassified Administration Receptions and Tributes Account #7007-0235-X-5.
