Res. . 2 - -__- - — - By-Law # " STING: GENERAL PURPOSE AND ADMINISTRATION COMMITTEE DATE: NOVEMBER 17, 1986 REPORT #: CD-58-86 FILE #: 56.12.9. SUBJECT: REMOVAL OF THE REQUIREMENT FOR TUBERCULOSIS TESTING IN BY-LAW 74-72, AS AMENDED, WITH RESPECT TO THE LICENSING OF TAXI DRIVERS RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1 . That Clerk's Report CD-58-86 be received; and 2, That Section 6 of By-law 74-72, requiring applicants for Taxi Drivers Licences to provide a certificate from the Durham Regional Health Unit, certifying that applicants have been tested for tuberculosis be repealed; and 3. That the Clerk be directed to prepare the necessary amending by-law, repealing Section 6 of By-law 74-72, for presentation to Council for passage. BACKGROUND AND COMMENT: The Durham Regional Health Unit have advised verbally, that tuberculosis testing is no longer carried out unless specifically requested by a medical practitioner. The automatic testing of persons who are regularly in contact with, or serving the public, is no longer carried out either within Durham Region, or the Province. The incidence of cases is so low, that tuberculosis is considered to have been eradicated in Canada as a whole. Continued . . . . ./2 Report CD-58-86 - 2 - November 17, 1986 Having regard for the comments of the Regional Health Unit, it is appropriate that the Town of Newcastle amend By-law 74-72 to bring it into conformity with current health practices, with respect to testing for tuberculosis. Staff would recommend, therefore, that Section 6 of By-law 74-72 which provides as follows, be repealed: 116. Every applicant for the issue of a driver's licence under the provisions of this by-law shall file with their application a certificate from the Durham Regional Health Unit Tuberculosis Clinic, certifying that the applicant has been tested within fifteen days prior to the date of such application at the said clinic and no driver's licence shall be issued unless such certificate is produced and filed." THE CORPORATION OF THE TOWN OF NEWCASTLE BY-LAW 86- being a by-law to amend By-law 74-72, as amended, entitled "a by-law for licensing, regulating and governing taxi drivers, brokers and taxi vehicle owners, buses, motor and other vehicles used for hire and for establishing rates and fares to be charged by the owners or drivers of such vehicles for the conveyance of goods, passengers, either wholly within the municipality or to any point not more than three miles beyond its limits, and for providing for collection of such rates or fares and for revoking any such licences THE COUNCIL OF THE CORPORATION OF THE TOWN OF NEWCASTLE HEREBY ENACTS AS FOLLOWS: 1. That Section 6 of By-law 74-72 which reads as follows is hereby repealed: "6.
