SUBJECT: BY-LAW ESTABLISHING MEMBERS OF COUNCIL AS CHAIRMEN OF DEPARTMENTS AND TO ESTABLISH THE ORDER OF PROCEEDINGS AT GENERAL PURPOSE AND ADMINISTRATION COMMITTEE MEETINGS. RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1 . That Clerk's Report CD-56-86 be received; and 2. That the General Purpose and Administration Committee establish the Chairmanship of all Municipal Departments for the year, commencing December 1st 1986 and ending November 30th 1987, and authorize the preparation of a by-law giving effect to the decision for passage by Council . BACKGROUND AND COMMENT: By-law 85-139 "being a by-law to establish the Members of Council as Chairmen of Departments and to Establish the Order of Proceedings at the General Purpose and Administration Committee Meetings" ; was passed by Council on December 2nd 1985. Continued . . . . ./2 Report CD-56-86 - 2 - November 3, 1986,_..-- Q / The term of appointment of Chairmen of Departments expires November 30th 1986. It would be appropriate to consider the Chairmanship of Departments for the ensuing year, ending November 30th 1987, and direct the preparation of a by-law giving effect to the decision. Oakes, B.A. , A.M.C.T. , C.M.O. , Town Clerk. lDWO/ms Attachment. y October 29, 1986 THE CORPORATION OF THE TOWN OF NEWCASTLE BY-LAW 85-139 being a by-law to establish the Members of Council as Chairmen of Departments and to establish the Order of Proceedings at the General Purpose and Administration Committee Meetings THE COUNCIL OF THE CORPORATION OF THE TOWN OF NEWCASTLE HEREBY ENACTS AS FOLLOWS: 1. THAT each Councillor of the Town of Newcastle shall be - - designated as the Chairman of a Department as follows: (a) Planning & Development Department - Councillor Hubbard (b) Clerk's Department - Councillor Cowman (c) Treasury Department - Councillor Wotten (d) Fire Department - Councillor McKnight (e) Community Services Department - Councillor Stapleton (f) Public Works Department - Councillor Hamre 2. THAT the Chairmanship of the General Purpose and Administration ,Committee Meeting shall pass from Councillor to Councillor in the order detailed in the preceeding section; 3. THAT the Mayor shall be a Member of the General Purpose and Administration Committee; 4. THAT the rotation established in Section One shall remain in effect until November 30th 1986, unless sooner amended or repealed; 5. THAT this By-law shall take effect immediately on the passing thereof.
