BY-LAW APPOINTING AN ACTING MAYOR
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee recommend to Council the following:
1 . That Clerk's Report CD-55-86 be received; and
2. That the GOneral .Purpose and Administration Committee determine who will
be the Acting Mayor for the year commencing December 1st 1986 and ending
November 30th 1987, and authorize the preparation of a By-law giving
effect to the decision, for passage by Council.
BACKGROUND AND COMMENT:
By-law 86-21 "being a by-law to Appoint Acting Mayors" was passed by Council on
February 10th 1986. The term of the appointment of Councillor Cowman as Acting
Mayor under the By-law, expires on November 30th 1986.
It would be appropriate for the Mayor and Members of Council to determine who
shall be appointed Acting Mayor for the ensuing year, ending November 30th 1987,
and direct the preparation of a By-law giving effect to the decision.

THE CORPORATION OF THE TOWN OF NEWCASTLE '
BY-LAW 86-21
being a by-law to appoint Acting Mayors
WHEREAS Section 72(3) of the Municipal Act, R.S.O., 1980, Chapter 302,
•' I i authorizes the Council of a municipality to appoint an Acting Mayor;
AND WHEREAS the Council of the Corporation of the Town of Newcas�le
I deems it expedient to appoint a Member of the Council to act from time-
:' E. to-time in the place and stead of the Head of Council when the Head of
Council is absent from the municipality or absent through illness, or
}' his office is vacant and, while so acting, such Member has and may
exArcise all the rights, powers and authority of the Head of Council.
NOW THEREFORE THE COUNCIL OF THE CORPORATION OF THE TOWN OF NEWCASTLE
HEREBY ENACTS AS FOLLOWS:
1. THAT Councillor Ann Cowman is hereby appointed as Acting Mayor of
the Town of Newcastle for the period ending November 30th 1986;
'., 2. THAT when thei•Mayor and the Acting Mayor are absent from the
municipality, or absent through illness, another Member of Council
, .; shall be authorized to act as Acting Mayor and while so acting,
such Member has and may exercise all the rights, powers and
; �.. authority of the Head of Council;
3. THAT the authority to act as Acting Mayor referred to in Section 2
herein shall be assumed by the remaining Members of Council and the

assigning of the authority to so act shall be by alphabetiL order

a) Councillor Diane HAMRE
b) Councillor Marie HUBBARD
c) Councillor Hal MCKNIGHT
d) Councillor Frank STAPLETON
e) Councillor Arnot WOTTEN
4. THAT By-law 85-140 is hereby repealed.
5. THAT this By-law shall take effect immediately on the passing
thereof and shall continue in force until November 30th 1986,
unless sooner amended or repealed.
