By-Law # MEETING: General Purpose and Administration Committee DATE: September 15 , 1986 REPORT #: CD-46-86 FILE #: 68.26.2 SUBJECT: Request for Crossing Guard - Courtice West Public School RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following. 1 . THAT report#CD-46-86 be received; and , 2. THAT an adult Crossing Guard be placed at Nash Road and Courtice West Public School ; and , 3. THAT Public Works be instructed to carry out the necessary signing and painting. BACKGROUND AND COMMENT: 1 . In report #CD-14-86 to the General Purpose and Administration Committee, the Clerk recommended that a Crossing Guard not be assigned to Courtice West Public School and Cherry Blossom Drive and that review of the crossing guard requirements in the Courtice West Public School area be undertaken early in September 1986. This review has now been completed and I submit to you the following. The student population at Courtice West Public School appears to have increased quite dramatically this term, as evidenced by the addition of portable classrooms. Most of the new children appear, as suspected, to be coming from the Cherry Blossom Drive area , south of Nash Road. Of greater concern to me , however, is the high volume of traffic , a situation made worse, no doubt, as a result of Highway #2 re-construction. Many of these drivers appear to be travelling at speeds in excess of the posted-60 k.p.h. and I can only assume that speeds will increase as Nash Road is improved. . 2/ G P.A. The re-installation of east/west stop signs at the intersection of Darlington Blvd. could, conceivably, decrease speeds and encourage drivers to take another route , but that is sheer speculation on my part. It is my opinion that conditions in the area have changed dramatically enough to now be considered hazardous and with this in mind I recommend that an adult Crossing Guard be employed at this location as expeditiously as possible. 2. As a result of the placement of an adult school crossing guard at Rhonda Boulevard and Rosalynne Crescent, Bowmanville in February (Report #CD-10-86) an additional allocation of $3,000.00 to the school crossing guard budget under account #7240-0006-x-9 was approved.
