SUBJECT: i CONSIDERATION OF A REQUEST FOR AN ADULT SCHOOL CROSSING GUARD - COURTICE WEST PUBLIC SCHOOL AND CHERRY BLOSSOM DRIVE. RECOMMENDATIONS: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following: 1 . That Clerk's Report CD-14-86 be received; and 2. That an adult school crossing guard not be assigned to Courtice West Public School and Cherry Blossom Drive at this time; and 3. That a review of crossing guard requirements in the Courtice West Public School area be undertaken early in September 1986; and 4. That a report be made for the consideration of the General Purpose and Administration Committee following the review; and 5. That Mr. Ralph Carnovale, R.R. #6, Bowmanville, Ontario, L1C 3K7, be advised of the actions taken. BACKGROUND AND COMMENT: Council , at the meeting of Monday, February 10th 1986, received correspondence from Mr. Ralph Carnovale, R.R. #6, Bowmanville, requesting the placement of an adult crossing guard in the area of the Courtice West Public School and Nash Road. The direction was that staff study the area and report to the General Purpose and Administration Committee. Continued . . . . ./2 CD-1 ' 16 - 2 - March 3, 1986 In anticipation of this direction, the By-law Enforcement Officer began his investigation on Friday, February 7th 1986, and ended on Tuesday, February 11th 1986. A copy of his report is attached. Having regard for the traffic and pedestrian volumes noted in Mr. Irwin's report, two issues become readily apparent: 1 . That a guard is not required at the present time; and 2. That with the number of housing starts in the area, the situation could change and should be studied again at the beginning of the fall term. Mr. Irwin also made the comment, that depending upon the growth of the area, guards might be required at a number of locations in the vicinity of the Courtice West Public School. If the recommendations in this report are approved, any subsequent report would attempt to address school crossing guard requirements in the newly developing areas around the Courtice West Public School, and in this way, be better able to anticipate the needs of the community and establish the appropriate budget for the ensuing year.
