RECOMMENDATIONS: It is respectfully recommended that this report be received for information. Council at the meeting of Monday, February 10th 1986, requested that staff "review the policy respecting the clearance of snow at school crossing guard locations and report to the General Purpose and Administration Committee." Town Policy respecting snow removal from sidewalks requires that the property owner abutting keep the sidewalks free of snow and ice. The removal of snow and ice at the curb, which is where the guards are stationed, appears to be the contentious area. Driveways and sidewalks are shovelled, then plows come along and, during the snow removal cycle, plow snow from the roadway onto the boulevard area between the curb and the sidewalk. When this occurs, the intersection area is generally not cleared out by anyone, not the abutting owner or occupant, or works department forces. In short, no one assumes any responsibility for the intersection and as a result, they are generally snow covered or icy or both. School Crossing Guards are posted at ten locations throughout the municipality: Bowmanville: - Ontario Street at the crosswalk - Waverly Road near Rhonda Blvd. - Jane and Liberty Streets Frank and King Streets Continued . . . . ./2 1 ('6� CD-12-86 - 2 - February 17, 198V"'� - Quinn and Waverly Road - Liberty and Church Streets - Rhonda Blvd. and Rosalynne - Waverly Road Tunnel Newcastle Village: - Beaver and King Streets Newtonville: - The four corners The question of snow removal and the spreading of sand and/or salt was raised by one or two crossing guards last winter. As a result of the request, it was determined that By-law Enforcement would, when advised of a problem by a crossing guard, call in temporary help who would make the rounds of all of the crossings and take whatever remedial action that was necessary. Five hundred dollars has been allocated in the 1986 school crossing guard budget to cover the costs associated with the program. The policy for dealing with the clearing of guarded crossings is, that upon receipt of a complaint about the condition of the crosswalk(s) , a person will be sent to take whatever remedial actions are necessary to correct the problem identified by the crossing guard(s) . While the system is not perfect, it does work. However, nothing we do can ever guarantee that accidents will not happen. It may be that in the future, Council may decide that all crossings in the residential/commercial areas are to be maintained and kept clear by municipal forces. Unless Council directs otherwise the clearing of school crossing locations will continue to be on an as needed basis and the work done by temporary help hired for the purpose.
