SUBJECT: Request for a School Crossing Guard at Rhonda Boulevard
and Rosalynne Road, Bowmanville
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1 . That Report CD-10-86 be received; and
2. That the placement of an adult school crossing guard at Rhonda
Boulevard and Rosalynne Road, Bowmanville be appointed forthwith;
and
3. That an additional allocation of $3,000.00 be authorized in the
1986 school crossing guard budget under account 7240-0006-X-9
to provide for the hiring of an additional guard; and
4. That the Works Department be directed to instal the appropriate
signage; and
5. That Mrs. Gail Elliott be advised of the action taken.
BACKGROUND AND COMMENT:
- Mrs. Gail Elliott, 8 Alonna Street, Bowmanville, Ontario, L1C 3P6 by letter
dated January 26th, 1986, wrote to the Mayor and Council , requesting that
the need for a guard at Rhonda Boulevard and Rosalynne Road be investigated.
This letter was accompanied by a petition signed by approximately 300 area
residents and, was a follow-up to a request submitted to this office in October
1985. As background, I would advise that the October request was followed up
by the By-law Enforcement Officer in what is the normal procedure for such
matters. That is, the request was referred to Regional Police for investigation
and a report on October 24th, 1985. On the basis of the Police investigation
and the verbal report received, Mr. Irwin advised Mrs. Elliott that a guard was
not warranted.

- As a result of the January 26th, 1986 letter, I requested that Mr. Irwin
attend at the area and carry out a detailed investigation. Mr. Irwin attended
at the site during the three crossing periods and was appalled at what he found.
It was immediately apparent that the crossing area was in need of an adult guard.
His report is attached and clearly identifies the need.
- Without elaboration, I have no hesitation in recommending that a guard be placed
at the subject location FORTHWITH. And, I would request that if the request
is approved, that the Works Department instal the appropriate signage as soon
as possible.
- The 1986 school crossing guard budget has sufficient funds in it. to cover the
cost of the additional guard. However, there would be no reserve funds in the
account to cover any future requests. I would request therefore, that an additional
allocation of $3,000.00 be authorized in the school crossing guard account
#7240-0006-X-9 to provide for any additional requests during 1986.
