PARKING ENFORCEMENT - ORONO AND NEWCASTLE VILLAGE
RECOMMENDATIONS:
THAT Report CD-9-86 be received for information.
BACKGROUND AND COMMENT:
During budget discussions (Clerk's Department, January 27, 1986) a resolution was
passed, "that staff prepare a report to be considered when the 1986 current budget
is being dealt with by the General Purpose and Administration Committee, on parking
enforcement in Orono and Newcastle Village on a part-time basis."
During the period from July 16th to December 31st 1982, part-time parking enforcement
took place in Orono and Newcastle Village. The cost of the program was approximately
$4,300.00 and generated about $1 ,300.00 in fineSrevenues. Net cost of the program
was $3,000.00.
In terms of program satisfaction, the residents and merchants indicated that it had
met expectation and had a positive effect upon the business areas. If satisfaction
and not revenue potential are the criteria to be used to measure the value of the
program, then the program was successful .
The General Purpose and Administration Committee received report CD-3-83 and directed
that quotes be obtained to cover the program for the year 1983. The decision taken
following the receipt of quotations was not to fund the program and it was discontinued
as from December 31st 1982.

The enforcement of the municipality's parking by-law in Orono and Newcastle Village
was and still is a worthwhile project. In addressing the question, staff are
recommending that should the program be re-introduced, that the staff be employed
on contract and directed through the Clerk's Department (By-law Enforcement).
As to salary, the following estimates are presented for your consideration:
1 . Based upon 20 hours per week at $7.50 per hour plus
C.P.P. and U.I.C. Estimate $10,500.00
2. Cost of Uniforms $ 350.00
3. Cost of mileage at .24¢ per Ian $ 1 ,500.00
TOTAL $12,350.00
Revenue expectations from the re-introduction of the program based upon previous
experience are estimated at $6,000 annually or approximately 50% of cost. .
Should the General Purpose and Administration Committee decide to recommend a part-
time parking enforcement program for the Orono and Newcastle Village to Council, it
would be appropriate to consider implementing the program in the following manner:
1 . That an allocation of $12,350.00 be authorized by Council to cover the cost of
the program for the year 1986, and the additional funds be included in the
Parking Enforcement Budget for 1986 as follows:
(a) 7225-0008-8 Wages, Temporary Part-Time $10,500.00
(b) 7225-0115-8 Uniforms $ 350.00
(c) 7225-0232-6 Travel Expenses $ 1 ,500.00
$12,350.00
2. That the labour rate be set at $7.50 per hour, and the mileage rate be set at
.24¢ per kilometer for miles necessarily travelled;
3. That the Clerk's Department be authorized through the Parking Enforcement Section
to hire one part-time Parking Enforcement Officer for the purpose of carrying out
a parking enforcement program in Orono and Newcastle Village; and
4. That the person be employed on a part-time basis not to exceed twenty (20) hours
per week.
