WB,F-CT: PARKING - BOWMANVILLE COMMERCIAL AREA RECOMMENDATIONS: 1 . That Report CD-7-86 be received for information. BACKGROUND AND COMMENT: Members of Council are aware that staff have been discussing the question of parking and other related matters with the B.I.A. , for more than a year. Further, that staff have been directed to review the Town's Parking By-law (79-1 ) for the purpose of having the by-law reflect current conditions. Detailed reports on both the question of parking in the Bowmanville Commercial Area, and recommended revisions to the Parking By-law will be presented to Committee for review in late February. The purpose of this report is to advise that one of the issues to be addressed in the parking report relates to parking meter rate increases. Present meter inventories have been examined, and it is staff's opinion that all of the meters can be converted "in-house" at an estimated cost of $25,000.00. (244 x $100 = $24,400) This represents a significant saving over having the meters converted by the manufacturer. While funds will be required to pay the cost of conversion if rate increases are approved, the cost will not impact upon the 1986 Tax Levy. I am advised, that the Parking Meter Reserve Account has a balance in excess of $80,000 and any funds required can be drawn from the reserve account.
