SUB ECT: BY-LAW APPOINTING AN ACTING MAYOR.
RECOMMENDATIONS:
1 . That Clerk's Report CD-6-86 be received; and
2. That the By-law attached hereto, appointing Members of Council as Acting Mayor
be approved, and forwarded to Council for passage.
BACKGROUND AND COMMENT:
By memorandum dated January 17th 1986, Mayor Winters noted, that for the period
from December 26th to December 30th 1985, both he and the Acting Mayor were out of
Town and in effect during that period, the municipality was without a Mayor.
In order to avoid this situation happening in the future, it would be appropriate
to enact a by-law which not only appointed an Acting Mayor, but also provided for
the assigning of the office to another Member of Council when both the Mayor and
Acting Mayor were absent from the municipality, or absent through illness.
The attached by-law (Section 3) provides for the assumption of the office of
Acting Mayor by the remaining Members of Council in alphabetic order of the
Councillor's surnames:
a) Councillor Diane HAMRE
b) Councillor Marie HUBBARD
c) Councillor Hal MCKNIGHT
d) Councillor Frank STAPLETON
e) Councillor Arnot WOTTEN

In this way, the office of Acting Mayor would fall to the Members of Council in
alphabetic order;
ie. If Mayor Winters and Councillor Cowman were
away, the Acting Mayor would be Councillor
Hamre; in the absence of these three
Members of Council , the office would be
assumed by Councillor Hubbard, etc.
