BURIAL PERMIT FEE
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration Committee
recommend to Council the following:
1, THAT Report CLD-09-02 be received;
2, THAT the burial permit fee as outlined by By-law 97-3 be waived in situations where
The Regional Municipality of Durham is handling funeral arrangements for an individual;
and
3, THAT Larry O'Connor, Chair, Health & Social Services Committee, Paul Cloutier, Social
Services Department, Morris Funeral Chapel Ltd" Northcutt Elliott Funeral Home,
Newcastle Funeral Home Ltd, and Courtice Funeral Chapel Ltd. be advised of Council's
decision and forwarded a copy of Report CLD-09-02.

BACKGROUND

In January 1997, Council passed a by-law authorizing the collection of a $25.00 administration
fee for the issuance of burial permits through the Municipal Clerk's office.
A request has been received from The Regional Municipality of Durham that the municipality
waive this fee for funerals that are paid for by the Durham Region Social Services Department,
ie, for individuals receiving income support,
In these instances, the municipality is collecting a fee from the Region-one municipal
government to another. Since the fee was introduced in 1997, there have been very few
instances where this has happened,
In light of the above, it is staff's recommendation that the $25,00 burial permit fee be waived in
situations where The Regional Municipality of Durham is handling funeral arrangements for an
individual. In order to determine which funerals fall into this category, the funeral chapels will
be required to advise the Municipal Clerk's office at the time of registration.
