REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE MEETING OF
NOVEMBER 5, 1984.

SUBJECT: DESIGNATION OF THE CLARKE MUSEUM/LIBRARY AS AN HISTORIC BUILDING
RECOMMENDATIONS:
It is respectfully recommended that the General Purpose and Administration
Committee recommend the following to Council :
1 . That this report be received; and
2. That Report PD-143-83 be lifted from the Table and dealt with; and
3. That the request by the Local Architectural Conservation Advisory
Committee that the Clarke Museum/Library be designated as an historic
building be denied; and
4. That the L.A.C.A.C. be advised of this decision.
BACKGROUND AND COMMENT:
In August 1982, the Local Architectural Conservation Advisory Committee wrote
to the Town requesting, that the Clarke Museum/Library be designated as an
historic building. At that time, Council referred the matter to the Planning
Department for review and a report. The General Purpose and Administration
Committee received the Planning Report PD-143-83 at the meeting of October
3rd 1983, and Tabled it pending the outcome of discussions to be held
between Council 's representative on the Library Board and the Library
Board.

On October 5th 1984, a letter was received from Mr. Don Hargest, Chairman,
Newcastle Public Library, advising that the matter of the designation had
been considered and the following resolution passed:
"That the Board not endorse heritage
designation of the Clarke Library building
at this time."
Accordingly, it is recommended, that the Planning Report PD-143-83 Tabled at
the Committee Meeting of October 3rd 1983, be lifted from the Table, dealt
with and, based upon the resolution passed by the Library Board, the
application to designate the Clarke Museum/Library be denied.
Copies of Report PD-143-83 and the Newcastle Public Library letter dated
October 5th 1984 are attached.

RECOMMENDATION:
It is respectfully recommended that the General Purpose and
Administration Committee recommend to Council the
following :
1 . That Report PD-143-83 be received ; and
2. That the request of the Town of Newcastle Local
Architectural Conservation Advisory Committee to designate
the buildings known as Waltham Cottage at Division and
Wellington Streets in Bowmanville and the Clarke
Library/Museum at Church and Centre Streets in Orono be
approved; and
3. That the Clerk prepare, send and publish the
required notices of intent pursuant to Section 29 of the
Ontario Heritage Act and to report back to Council following
the prescribed notification period.

BACKGROUND:
On September 12, 1983 Council received and considered three
requests for historical designation of various properties
within the Town. Two of these, the Waltham Cottage in
Bowmanville and the Clarke Library/Museum in Orono, were
referred to staff for a report. By resolution it was
decided that no action would be taken at this time in
respect of the third request.
COMMENT:
Pursuant to the provisions of the Ontario Heritage Act where
Council intends to designate a property to be of historic or
architectural value or interest, it must provide notice of
this intention after consultation with the Local Advisory
Committee where such a Committee has been appointed.
Inasmuch as the subject requests have been generated by the
Local Advisory Committee, Council may, if it deems
advisable, proceed to provide notice of intent to designate
in accordance with the requirements prescribed by the
Ontario Heritage Act.
Staff have reviewed the properties in question and have no
objection to their designation as heritage properties.
It would therefore be appropriate for Council to approve the
requests and to initiate the necessary procedures.

Dear Mr. Oakes:
This letter is in reference to your file 60. 17. 104.
On August 3, 1984, the Local Architectural Conservation
Advisory Committee requested that Council designate the Clarke Library
building under the Ontario Heritage Act. Council received Report PD-143-83
on this matter and there was discussion at the October 3, 1983 meeting of
Council 's General Purpose and Administration Committee. The report was
tabled pending consultation with the Library Board.
The Board reviewed the proposed designation at a regular meeting
held on October 3, 1984. 1 am writing to inform you that the following
motion was passed at our meeting:
" That the Board not endorse heritage designation of the
Clarke Library building at this time."
Would you please advise Council of the Library Board 's action on
this matter? Thank you.
