CD-57-84 - File: 68.26.2. SUBJECT: REQUEST FOR CROSSING GUARD - ORONO RECOMMENDATIONS: It is respectfully recommended, that the General Purpose and Administration Committee recommend to Council the following: 1 . That this report be received; and 2. That the request for the placement of a School Crossing Guard to be located on Mill Street in the area of Millson Hill , Orono, be denied; and 3. That a painting program be undertaken by Public Works (hat would see the marking of the shoulder of the pavement on the west side of Mill Street from the island at Highway 35/115 southerly approximately 300 rnetres; and t-bzf pedestrial crossing lines be painted on the road surface at the intersection of Mill Street and Pigott Lane, and that the signage identifying the crossings be improved; and 4. That Public Works examine the possibility of constructing a sidewalk on the west side of Mill Street southerly from Pigott Lane to the vicinity of Millson Hill . BACKGROUND AND COMMENT: Council Resolution #C-476-84 directed, that Clerk's Report CD-44-84 "be referred back to staff to investigate the whole area of crossings to Orono Public School ." Pursuant to that direction, the following actions were undertaken: 1 . Mill Street southerly from Highway 35/115 to Dixon Street, Orono and the internal walkways to the Orono Public School were inspected and measured early in, August 1984; Continued . . . . ./2 � a> CD-57-84 - 2 - October 1 , 1984 2. Pedestrian/vehicle counts were undertaken on September 6th, 7th and 18th 1984; 3. Road marking upgrading was discussed with the Works Department; 4. A meeting was held at the home of Mrs. Peggy Powell , 27 Andrews Road, Orono, on Friday, September 21st 1984 for the purpose of reviewing the facts obtained through the investigation process. Present at the meeting, were five concerned parents, Councillor Hamre, Mr. David Gray, Deputy Director of Public Works, and Mr. Brian Irwin, By-law Enforcement Officer. Mr. Irwin reported to those present that his study of the crossing activities indicated that a crossing guard was not warranted. He presented the following pedestrian and vehicle counts for their consideration: September 6th A.M. Mr. Irwin explained to the people present, that there was no technical justification for the placement of a school crossing guard. This position was, I am advised, accepted by the parents. Staff indicated at the meeting, that the following actions would be undertaken at the earliest opportunity: 1 . A single solid white line along the west side of the paved surface of Mill Street from the island at Highway 35/115 southerly about 300 metres to help identify the curb and shoulder of the road being used as a walking route by children from the Orono Estates; 2. Crosswalk lines at Mill Street and Pigott Lane ; and 3. Improvement in the type and number of signs that identify the school crossing areas; 4. A review of sidewalks in the area with a view to examing the possibility of constructing a sidewalk on the west side of Mill Street southerly from Pigott Lane to Millson Hill. The investigation confirms that a guard is not justified and staff would recommend that a guard not be placed in Orono at Mill Street and Millson Hill. Respectfully submitted, Cell David W.
