IRWIN BY-LAW ENFORCEMENT OFFICER TELEPHONE 623-3379 REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE MEETING OF JULY 3, 1984 CD-44-84 - Our File: 68.26.2 SUBJECT: "REQUEST FOR PLACEMENT OF A SCHOOL CROSSING GUARD AT MILL STREET AND MILLSON HILL, ORONO" RECOMMENDATION: It is respectfully recommended that the General Purpose and Administration Committee recommend to Council the following. 1. That this report be received; and, 2. That a school crossing guard is not warranted due to the fact that the location in question falls short of Durham Regional Police requirements for the placement of a full time adult Crossing Guard. 3. That Mrs. Debbie Hogenhout, Box 285, Orono, Ontario and Mrs. Debra Bourne, 47 Davids Crescent, Orono, Ontario, be advised that a Crossing Guard is not warranted at this location. BACKGROUND AND COMMENT: At the General Purpose and Administration Committee meeting of February 6, 1984, Council approved the recommendation in the Clerk's report CD-13-84 that Mrs. Hogenhout be advised that a crossing guard was not warranted at that time and that a further traffic survey be undertaken in the Spring. This was in response to Mrs. Hogenhout's Continued . . . . . . . . ./2 e kr ,r, �� CD-44-84 - 2 - July 3, 1984 letter of October 27, 1983, in which she expressed concern that a Crossing Guard was required at Mill Street and Millson Hill , Orono. On June 14, 1984, another letter was received, this one from a Mrs. Debra Bourne, 14 Davids Crescent, Orono, Ontario. Mrs. Bourne felt as did Mrs. Hogenhout, that a Crossing Guard was required at the location in question. Pursuant to this letter, and the recommendation of February 6th, 1984, Constable D. Anderson, Community Services Officer, Durham Regional Police, re-surveyed the location in question on Wednesday, June 20, 1984 and is of the opinion that a School Crossing Guard is not required at Mill Street and Millson Hill , Orono. There will be 8 children (4 & 5 years of age) from the Orono Estates that will be coming home alone at 11:30 a.m. each day. This matter has come up before and a crossing guard was deemed unneccessary due to the small volume of traffic. Since that time the I.G.A. has opened a new store with the entrance and exit on Mill Street. Mr. Mangar is re-opening his gas/service station right at the school crossing. There are no lines on the road designating a school crossing. Putting a grade S or 6 student in charge, as has been done before, is not satisfactory. We want a mature person in charge of the crossing, especially due to the large volume of traffic that has just come off of the highway. Dear Sir : RE : Request for School Crossing Guard Mill Street , Orono, Ontario Your file--68. 26. 2 On Wednesday, June 20 , 1984 , I attended at the above location and took a traffic and pedestrian count as follows : 0820 hours to 0850 hours 36 students walked south on the east side of Mill Street , 18 students crossed Mill St. at Millson Hill , 14 bicycles travelled south on the west side of Mill Street. During this time 27 vehicles travelled north and south on Mill St. , 4 vehicles turned right from Millson Hill and travelled south on Mill Street. 1-southbound and 1-northbound vehicle turned into the I . G.A. driveway and one vehicle left the driveway. 1530 hours to 1555 hours 43 students walked north on the east side of Mill Street , 12 crossed Mill St. at Millson Hill. Twenty students on bicycles travelled north on the east side of Mill .-, Street. During this period 25 vehicles travelled north and south on Mill Street , 1 southbound vehicle turned right into Millson Hill, 1 vehicle turned south from Millson Hill to Mill Street, 5 northbound vehicles turned right into the I . G.A. driveway. Six northbound vehicles turned left into Millson Hill , 2 vehicles left the I . G.A. driveway to travel west on Millson Hill , 3 vehicles left the I . G.A. driveway to travel south on Mill Street. During the afternoon both pedestrian and vehicular traffic have increased slightly. While I was present there did not appear to be any problems for either the students or the drivers . Since the time of the last count a Stop Sign has been installed at the I . G.
