REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE MEETING OF
FEBRUARY 6, 1984.

SUBJECT:
AUTHORIZATION OF AN AMENDMENT TO BY-LAW 77-33 TO PERMIT AN
INCREASE IN THE ESTIMATES OF THE BOWMANVILLE CENTRAL BUSINESS
DISTRICT (B. I.A. ) TO $40,000.
RECOMMENDATIONS:
1. That this report be received; and
2. That the By-law amending By-law 77-33 entitled "a
by-law to designate an area in the Bowmanville Central
Business District as an Improvement Area and to establish
a Board of Management for the Bowmanville Central Business
Improvement Area" to permit an increase in the B. I.A. 's
annual estimates be approved; and
3. That the amending by-law attached to this report be recommended
to Council for approval .
BACKGROUND AND COMMENT:
By letter dated January 13th 1984, Mr. Jack Lander, Treasurer, Bowmanville
Business Centre advised, that the B. I.A. 's budget estimates in the amount of
$40,000 for the year 1984 had been approved by the Board of Management. (A
copy of Mr. Lander's letter is attached)
By-law 77-33, entitled " a by-law to designate an area in the Bowmanville
Central Business District as an Improvement Area and to establish a Board of
Management for the Bowmanville Central Business Improvement Area" provides in
Section 16 thereof, that "Council shall not approve any estimates submitted

in an annual budget of the Board in excess of the sum of $25,000. "
The Town's Treasurer has requested, that this department prepare an amending
by-law which reflects the current estimates for the year 1984. The amending
by-law is attached for the Committee's consideration and approval .

On January 11 , 1984, at the regular meeting of the Board
of Management , the following budget was approved for 1984 :
Administration $ 4 500
Promotion 14 000
Parking 16 500
Landscaping 5 000
`Total $40 000
This total amount of $40 000 contains an increase of $5 000,
which is believed to be the first increase since the inception
of the Downtown Bowmanville Business Centre .
