CD-5-84 - Files: 10.29.115. and 10.29.130. SUBJECT: APPLICATION FOR APPROVAL OF TILE DRAINAGE LOANS 1. Roy and Geraldyne Dalzell R.R. #2, Orono - $9,500. 2. Werner P. Wallraff R. R. #1, Bowmanville - $6,800 RECOMMENDATIONS: 1. That this report be received; and 2. That the Tile Drainage Loan Application submitted by Roy and Geraldyne Dalzell , R. R. #2, Orono, in the amount of $9,500 be approved; and 3. That the Tile Drainage Loan Application submitted by Werner P. Wallraff, R. R. #1, Bowmanville, in the amount of $6,800 be approved; and 4. That the Tile Drainage Debenturing By-law, in the amount of $16,300, attached to this report, be forwarded to Council for passage; and 5. That the Clerk be authorized to make application to the Regional Municipality of Durham for Regional Debenturing of the subject Tile Drainage Loans. BACKGROUND AND COMMENT: The Dalzell application was originally submitted on January 4th 1982. The applicant did not pursue this application, preferring to put it over from year to year. On November 10th 1983, Mr. Dalzell submitted a new application and proceeded to have the works totalling $15,904.46 installed. The Tile Drainage Works have been inspected and approval of the loal application in the amount of $9,500 is recommended by the Works Department's Inspector. Continued . . . . ./2 CD-5-84 - 2 - January 16, 1984 The Walraff application was submitted on May 30th 1983. Because of delays in negotiating an agreement with a neighbour over whose lands the outfall runs, the application could not be processed until this date. Originally, the gross cost of the works was to be $17,200. However, because of alterations to the drainage system, economies were introduced which reduced the total cost to $11,400. The Tile Drainage Works have been inspected and approval of the loan application in the amount of $6,800 is recommended by the Works Department's Inspector. Respectfully submitted, , ft DavidW. THE CORPORATION OF THE TOWN OF NEWCASTLE BY-LAW 84- 10 being a by-law imposing special annual drainage rates upon land 'in respect of which money is borrowed under The Tile Drainage Act, 1971 WHEREAS owners of land in the municipality have applied to the Council under the Tile Drainage Act, 1971, for loans for the purpose of constructing sub-surface drainage works on such land; AND WHEREAS the Council of the Corporation of the Town of Newcastle has upon their applications lent the owners the total sum of $16,300.00 to be repaid with interest by means of rates hereinafter imposed: BE IT THEREFORE ENACTED by the Council of the Corporation of the Town of Newcastle, that annual rates as set out in Schedule "A" attached hereto are hereby imposed upon such land for a period of 10 years such rates to be levied and collected in the same manner as taxes.
