REPORT TO THE GENERAL PURPOSE AND ADMINISTRATION COMMITTEE MEETING OF
JANUARY 3RD 1984.

SUBJECT: VISITOR PARKING - MUNICIPAL OFFICES, BOWMANVILLE
RECOMMENDATIONS:
1. That this report be received; and
2. That staff be directed to establish visitor parking areas adjacent
to the entrance to the "Bell Building" and the north side of the "Town
Hall "; and
3. That signs designating certain areas as "VISITOR PARKING ONLY" be
erected; and
4. That signs containing a responsibility disclaimer also be erected on
both parking lots; and
5. That the use of short-term parking meters in key, high traffic areas
be reviewed and be the subject of a future report to the General Purpose
and Administration Committee.

BACKGROUND AND COMMENT:
The Cerk's Department submitted a report respecting parking to the General
Purpose and Administration Committee "for information" on December 5th 1983.
Subsequently, the Committee passed a resolution directing that staff review
and establish "Visitor Parking" adjacent to the "Bell Building" and "Town
Hall " and look at the removal of parking meters "to the tree" on Temperance
Street, in front of the Municipal Building.
Staff would see no difficulty in the establishing of "Visitor Parking" at
the "Bell Building" (3 spaces) and would recommend its development including
the necessary signage as soon as possible. The concerns that staff have

regarding the establishing of a "Visitor Parking" lot at the north end of
the Town Hall have been expressed on a number of occasions. The concerns
expressed are valid, and members of Committee should be aware of the Town's
responsibility when a visitor parking lot is established in what can only
be described as an unsafe area. If it is the Committee's decision to
establish visitor parking adjacent to the Town Hall , it is recommended:
(a) That the designated area be limited to that
portion west of the loading ramp (3 spaces);
(b) That it be signed as "Visitor Parking Only";
(c) That a responsibility disclaimer sign be erected
advising the users that they park at their own risk;
(d) That a sign designating a "loading zone" be
installed restricting the use of the space in front
of the loading dock/fire exit for use as a loading
dock only.
Mayor Rickard's resolution directed, that the removal of parking meters be
considered for the area in front of the Town Hall "as far as the big tree. "
I would advise, that there are two metered spaces in the area referred to.
It is the opinion, that removal of the meters would not enhance traffic
control in the area. Rather, it would encourage persons to park beyond the
posted 15 minute limit and make parking enforcement difficult.
Members of Committee may wish to consider a possible alternative to the
removal of these meters in particular, and possibly the replacement of
certain key area meters in other locations,,with parking meters having a
15 minute limit. Other municipalities have undertaken this type of activity
and it has proven successful . It would require the acquisition of meter
mechanisms designed to limit parking to fifteen minutes. In order that such
meters be easily identified, it would be appropriate that the meter heads for
these areas be painted a bright red. The use of 15 minute limit parking
meters could prove to be beneficial in increasing the parking opportunities
for the motoring public in key high traffic areas, such as the Town Hall ,
the Post Office, and other spaces immediately adjacent to intersections.

This short-term parking proposal has not been included in the recommendations
contained in this report. Rather, it is put forward for future consideration
should Council wish to expand or alter parking by other than the removal
of the meters.
