REPORT TO THE GENERAL PURPOSE & ADMINISTRATION COMMITTEE MEETING OF
DECEMBER 5, 1983.

SUBJECT: WAVERLEY TUNNEL
RECOMMENDATIONS:
1. That this report be received; and
2. That the Clerk's Department be directed to include sufficient funds in its
1984 budget to cover the cost of a permanent employee at the Waverley
Tunnel ; and
3. That all of the parties concerned be advised of the decision.
BACKGROUND AND COMMENTS:
Council , at their meeting of Tuesday October 11th 1983, authorized the hiring of
a guard for the tunnel and directed that the actions be monitored until the end
of the year. A guard was hired and because of the timing of meetings, a review
of the activity has been undertaken in conjunction with the principals of the
two area schools.
On Thursday, November 15th 1983, I met with Mr. R. Simser, Principal , Waverley
Public School , and Mr. J. MacAuley, Principal , St. Stephen's Separate School ,
to discuss the program and its benefits in the Waverley area of the community.
It was agreed, that the person employed be given the title of "Monitor" because
of the uniqueness of the functions performed. Both principals agreed, that
the role of the monitor would be to note any infractions and report them to the
appropriate school principal who would take whatever disciplinary action was
necessary. I was advised, that few problems had been reported since the monitor
had been located at the tunnel in October.

It would appear, that the program is working well , is seen as a positive action
on the part of Council and should continue in future years. Accordingly, it is
recommended that Council authorize this department to include funding for this
monitor position in the 1984 budget and that all of the parties concerned be
advised of the decision.
